為切(qie)實(shi)扶持(chi)小型微(wei)(wei)型企業健康發展,根據《國(guo)務院關于(yu)扶持(chi)小型微(wei)(wei)型企業健康發展的(de)意(yi)見》(國(guo)發〔2014〕52號(hao))精神(shen),經(jing)省政府同意(yi),結合我省實(shi)際,提(ti)出如下實(shi)施意(yi)見:
一、積較發揮中小企業扶持資金支持作用
充分發揮(hui)好現有中(zhong)小(xiao)(xiao)企(qi)(qi)業(ye)(ye)專(zhuan)項資金(jin)(jin)的引(yin)導作用。將小(xiao)(xiao)型(xing)(xing)微(wei)(wei)型(xing)(xing)企(qi)(qi)業(ye)(ye)納入中(zhong)小(xiao)(xiao)企(qi)(qi)業(ye)(ye)扶持資金(jin)(jin)支(zhi)持范圍,重(zhong)點支(zhi)持“專(zhuan)精特新”企(qi)(qi)業(ye)(ye)、產業(ye)(ye)集(ji)群專(zhuan)業(ye)(ye)鎮重(zhong)點企(qi)(qi)業(ye)(ye)、成長(chang)性小(xiao)(xiao)型(xing)(xing)微(wei)(wei)型(xing)(xing)企(qi)(qi)業(ye)(ye)及(ji)中(zhong)小(xiao)(xiao)企(qi)(qi)業(ye)(ye)服務平(ping)臺(tai)建設(she)。用好小(xiao)(xiao)型(xing)(xing)微(wei)(wei)型(xing)(xing)進出(chu)(chu)口企(qi)(qi)業(ye)(ye)和產業(ye)(ye)集(ji)群專(zhuan)業(ye)(ye)鎮專(zhuan)項貸(dai)款風險(xian)準備金(jin)(jin)。支(zhi)持小(xiao)(xiao)型(xing)(xing)微(wei)(wei)型(xing)(xing)出(chu)(chu)口企(qi)(qi)業(ye)(ye)承保短期出(chu)(chu)口信(xin)用險(xian),創新支(zhi)持方式,推動小(xiao)(xiao)型(xing)(xing)微(wei)(wei)型(xing)(xing)企(qi)(qi)業(ye)(ye)加快(kuai)開(kai)拓(tuo)國(guo)際(ji)市場步伐。(省財(cai)政廳(ting)(ting)、省經濟和信(xin)息化(hua)委(wei)、省科技(ji)廳(ting)(ting)、省商務廳(ting)(ting)、省工商局(ju)、省政府金(jin)(jin)融辦(ban)等負(fu)責(ze),列首先位的單位為牽(qian)頭(tou)單位,下(xia)同)
二、多方面落實支持小型微型企業稅收優惠政策
自(zi)2015年(nian)1月(yue)(yue)1日(ri)至2017年(nian)12月(yue)(yue)31日(ri),對(dui)(dui)年(nian)應納(na)稅(shui)(shui)所得(de)額(e)低于20萬(wan)元(yuan)(含(han)20萬(wan)元(yuan))的(de)小型(xing)微(wei)(wei)(wei)型(xing)企業(ye)(ye)(ye),減按(an)50%計(ji)算應納(na)稅(shui)(shui)所得(de)額(e),按(an)20%的(de)稅(shui)(shui)率繳(jiao)納(na)企業(ye)(ye)(ye)所得(de)稅(shui)(shui);對(dui)(dui)按(an)月(yue)(yue)納(na)稅(shui)(shui)的(de)月(yue)(yue)銷售(shou)額(e)或營業(ye)(ye)(ye)額(e)不(bu)超過3萬(wan)元(yuan)(含(han)3萬(wan)元(yuan)),以及按(an)季納(na)稅(shui)(shui)的(de)季度銷售(shou)額(e)或營業(ye)(ye)(ye)額(e)不(bu)超過9萬(wan)元(yuan)(含(han)9萬(wan)元(yuan))的(de)繳(jiao)納(na)義(yi)務人,免(mian)征教育費附加(jia)(jia)、地方(fang)教育附加(jia)(jia)、水利建設基(ji)金、文化(hua)事(shi)業(ye)(ye)(ye)建設費。對(dui)(dui)繳(jiao)納(na)房(fang)產稅(shui)(shui)、城鎮(zhen)(zhen)土地使(shi)用稅(shui)(shui)確有(you)困難(nan)(nan)的(de)小型(xing)微(wei)(wei)(wei)型(xing)企業(ye)(ye)(ye),按(an)稅(shui)(shui)收管(guan)理權限報批后(hou),可(ke)以給予減征或免(mian)征房(fang)產稅(shui)(shui)、城鎮(zhen)(zhen)土地使(shi)用稅(shui)(shui)。對(dui)(dui)符合產業(ye)(ye)(ye)導向、因(yin)特殊困難(nan)(nan)不(bu)能(neng)按(an)期(qi)繳(jiao)納(na)稅(shui)(shui)款(kuan)(kuan)的(de)小型(xing)微(wei)(wei)(wei)型(xing)企業(ye)(ye)(ye),可(ke)依據相關稅(shui)(shui)收法規申請延期(qi)繳(jiao)納(na)稅(shui)(shui)款(kuan)(kuan)(不(bu)超過3個月(yue)(yue))。小型(xing)微(wei)(wei)(wei)型(xing)企業(ye)(ye)(ye)從事(shi)國(guo)家鼓(gu)勵發(fa)展(zhan)的(de)投資項目(mu),進(jin)口項目(mu)自(zi)用且國(guo)內不(bu)能(neng)生產的(de)先(xian)進(jin)設備(bei),按(an)照(zhao)有(you)關規定免(mian)征關稅(shui)(shui)。(省(sheng)(sheng)財政廳(ting)、省(sheng)(sheng)國(guo)稅(shui)(shui)局(ju)、省(sheng)(sheng)地稅(shui)(shui)局(ju)、省(sheng)(sheng)工商局(ju)、省(sheng)(sheng)經濟和信息化(hua)委(wei)、合肥(fei)海關等(deng)負責)
三、加大中小企業專項資金對小企業創業基地建設支持力度
省(sheng)(sheng)級中小(xiao)(xiao)企(qi)業(ye)(ye)(ye)(ye)(ye)專項資金將省(sheng)(sheng)級小(xiao)(xiao)企(qi)業(ye)(ye)(ye)(ye)(ye)創(chuang)業(ye)(ye)(ye)(ye)(ye)基(ji)地、產業(ye)(ye)(ye)(ye)(ye)集群(qun)專業(ye)(ye)(ye)(ye)(ye)鎮、科(ke)(ke)技(ji)孵化(hua)(hua)器(qi)納入重點支(zhi)持范圍,統(tong)籌安排(pai)資金用于基(ji)礎設(she)施建設(she)、服(fu)務(wu)能力(li)建設(she)、創(chuang)業(ye)(ye)(ye)(ye)(ye)輔(fu)導培訓、廠房場地租金補(bu)助和優良小(xiao)(xiao)企(qi)業(ye)(ye)(ye)(ye)(ye)創(chuang)業(ye)(ye)(ye)(ye)(ye)基(ji)地獎(jiang)勵。鼓(gu)勵各(ge)類開發(fa)園區、產業(ye)(ye)(ye)(ye)(ye)基(ji)地、企(qi)業(ye)(ye)(ye)(ye)(ye)和有條件(jian)的(de)地方新建科(ke)(ke)技(ji)孵化(hua)(hua)器(qi)。支(zhi)持符合條件(jian)的(de)科(ke)(ke)技(ji)孵化(hua)(hua)器(qi)申報國(guo)家(jia)中小(xiao)(xiao)企(qi)業(ye)(ye)(ye)(ye)(ye)專項資金。實(shi)(shi)行(xing)工(gong)商(shang)登記便利化(hua)(hua),鼓(gu)勵大中型(xing)企(qi)業(ye)(ye)(ye)(ye)(ye)帶動產業(ye)(ye)(ye)(ye)(ye)鏈上的(de)小(xiao)(xiao)型(xing)微型(xing)企(qi)業(ye)(ye)(ye)(ye)(ye),實(shi)(shi)現(xian)產業(ye)(ye)(ye)(ye)(ye)集聚和抱團發(fa)展(zhan)。(省(sheng)(sheng)財政廳、省(sheng)(sheng)經濟和信息化(hua)(hua)委、省(sheng)(sheng)科(ke)(ke)技(ji)廳、省(sheng)(sheng)商(shang)務(wu)廳、省(sheng)(sheng)工(gong)商(shang)局等(deng)負責)
四、落實小型微型企業吸納就業補助政策
小(xiao)型微型企(qi)業(ye)招(zhao)用就(jiu)(jiu)(jiu)業(ye)困(kun)難人員(yuan),簽(qian)訂(ding)1年(nian)(nian)(nian)(nian)以(yi)(yi)(yi)上(shang)(shang)勞(lao)(lao)動合同并按(an)規(gui)定(ding)繳納社(she)會(hui)(hui)(hui)(hui)保(bao)(bao)(bao)(bao)險(xian)(xian)費(fei)(fei)的(de)(de)(de),給(gei)予(yu)(yu)職(zhi)工(gong)(gong)基本養老、醫(yi)療、失業(ye)、工(gong)(gong)傷和生(sheng)育(yu)保(bao)(bao)(bao)(bao)險(xian)(xian)等5項社(she)會(hui)(hui)(hui)(hui)保(bao)(bao)(bao)(bao)險(xian)(xian)補(bu)貼,享受(shou)社(she)會(hui)(hui)(hui)(hui)保(bao)(bao)(bao)(bao)險(xian)(xian)補(bu)貼不超(chao)過(guo)3年(nian)(nian)(nian)(nian)(以(yi)(yi)(yi)初次核(he)定(ding)其享受(shou)社(she)會(hui)(hui)(hui)(hui)保(bao)(bao)(bao)(bao)險(xian)(xian)補(bu)貼時年(nian)(nian)(nian)(nian)齡(ling)為(wei)準),距法定(ding)退(tui)休年(nian)(nian)(nian)(nian)齡(ling)不足5年(nian)(nian)(nian)(nian)(含5年(nian)(nian)(nian)(nian))的(de)(de)(de)可(ke)延長(chang)至(zhi)退(tui)休。對(dui)小(xiao)型微型企(qi)業(ye)招(zhao)用畢業(ye)年(nian)(nian)(nian)(nian)度高(gao)(gao)校畢業(ye)生(sheng)的(de)(de)(de),給(gei)予(yu)(yu)1年(nian)(nian)(nian)(nian)的(de)(de)(de)5項社(she)會(hui)(hui)(hui)(hui)保(bao)(bao)(bao)(bao)險(xian)(xian)補(bu)貼。對(dui)畢業(ye)2年(nian)(nian)(nian)(nian)內的(de)(de)(de)普通高(gao)(gao)校畢業(ye)生(sheng)初始創辦(ban)的(de)(de)(de)科技型小(xiao)型微型企(qi)業(ye),自工(gong)(gong)商注(zhu)冊登記之日起(qi)(qi)正(zheng)常運營(ying)6個月以(yi)(yi)(yi)上(shang)(shang),且(qie)(qie)吸納就(jiu)(jiu)(jiu)業(ye)3人以(yi)(yi)(yi)上(shang)(shang)、簽(qian)訂(ding)勞(lao)(lao)動合同、繳納社(she)會(hui)(hui)(hui)(hui)保(bao)(bao)(bao)(bao)險(xian)(xian)費(fei)(fei)的(de)(de)(de),按(an)規(gui)定(ding)給(gei)予(yu)(yu)5000元至(zhi)1萬(wan)元補(bu)助。自工(gong)(gong)商登記注(zhu)冊之日起(qi)(qi)3年(nian)(nian)(nian)(nian)內,在職(zhi)職(zhi)工(gong)(gong)總(zong)數20人以(yi)(yi)(yi)下(xia)(含20人)的(de)(de)(de)小(xiao)型微型企(qi)業(ye),免征殘疾(ji)人就(jiu)(jiu)(jiu)業(ye)保(bao)(bao)(bao)(bao)護金。對(dui)當年(nian)(nian)(nian)(nian)新招(zhao)用符合小(xiao)額擔(dan)保(bao)(bao)(bao)(bao)貸(dai)款(kuan)申請(qing)條件的(de)(de)(de)人員(yuan)達(da)到(dao)企(qi)業(ye)現有(you)在職(zhi)職(zhi)工(gong)(gong)總(zong)數30%(超(chao)過(guo)100人的(de)(de)(de)企(qi)業(ye)達(da)到(dao)15%)以(yi)(yi)(yi)上(shang)(shang),且(qie)(qie)與其簽(qian)訂(ding)1年(nian)(nian)(nian)(nian)以(yi)(yi)(yi)上(shang)(shang)勞(lao)(lao)動合同的(de)(de)(de)勞(lao)(lao)動密(mi)集型小(xiao)企(qi)業(ye),可(ke)按(an)規(gui)定(ding)申請(qing)不超(chao)過(guo)200萬(wan)元的(de)(de)(de)小(xiao)額擔(dan)保(bao)(bao)(bao)(bao)貸(dai)款(kuan),并按(an)規(gui)定(ding)享受(shou)財政貼息。(省人力(li)資源社(she)會(hui)(hui)(hui)(hui)保(bao)(bao)(bao)(bao)護廳、省財政廳、省殘聯等負責)
五、鼓勵各類投資基金投資小型微型企業
鼓勵各級政(zheng)(zheng)府采取市場(chang)化(hua)模式設(she)立(li)創業(ye)投資引(yin)導基(ji)(ji)金(jin)(jin)(jin),支持社(she)會資本(ben)設(she)立(li)創業(ye)投資企(qi)(qi)業(ye)。發揮財(cai)政(zheng)(zheng)資金(jin)(jin)(jin)的杠桿(gan)和示范作用(yong),引(yin)導創業(ye)投資基(ji)(ji)金(jin)(jin)(jin)投資小(xiao)(xiao)型(xing)(xing)微型(xing)(xing)企(qi)(qi)業(ye)。鼓勵符合條件的天使投資機構備案為(wei)創業(ye)投資企(qi)(qi)業(ye),享受(shou)相應扶(fu)持政(zheng)(zheng)策。推(tui)動安(an)徽省(sheng)(sheng)(sheng)(sheng)高新技術產業(ye)投資有(you)限公司完善管理(li),整合財(cai)政(zheng)(zheng)性(xing)投資基(ji)(ji)金(jin)(jin)(jin),吸引(yin)社(she)會資本(ben)參與,設(she)立(li)混合所有(you)制的專項子基(ji)(ji)金(jin)(jin)(jin),投向科技型(xing)(xing)小(xiao)(xiao)型(xing)(xing)微型(xing)(xing)企(qi)(qi)業(ye)。利用(yong).農業(ye)產業(ye)基(ji)(ji)金(jin)(jin)(jin),支持農業(ye)產業(ye)化(hua)龍頭企(qi)(qi)業(ye)。支持各類投資基(ji)(ji)金(jin)(jin)(jin)利用(yong)省(sheng)(sheng)(sheng)(sheng)區域股權(quan)市場(chang)推(tui)進小(xiao)(xiao)型(xing)(xing)微型(xing)(xing)企(qi)(qi)業(ye)融(rong)資發展。(省(sheng)(sheng)(sheng)(sheng)財(cai)政(zheng)(zheng)廳(ting)、省(sheng)(sheng)(sheng)(sheng)發展改革委、省(sheng)(sheng)(sheng)(sheng)政(zheng)(zheng)府金(jin)(jin)(jin)融(rong)辦、省(sheng)(sheng)(sheng)(sheng)經(jing)濟和信息化(hua)委、安(an)徽證監局、省(sheng)(sheng)(sheng)(sheng)科技廳(ting)、省(sheng)(sheng)(sheng)(sheng)農委、省(sheng)(sheng)(sheng)(sheng)商(shang)務(wu)廳(ting)、省(sheng)(sheng)(sheng)(sheng)投資集團、省(sheng)(sheng)(sheng)(sheng)信用(yong)擔保集團等(deng)負責)
六、完善政策性融資擔保體系
省(sheng)(sheng)(sheng)財政(zheng)2015年(nian)起連續3年(nian)每年(nian)安排11億元(yuan),各(ge)市、縣(市、區(qu))等(deng)(deng)額配套(tao),用(yong)(yong)于充實(shi)縣(市、區(qu))符(fu)合(he)條(tiao)件的政(zheng)策(ce)(ce)性(xing)(xing)融(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)機構(gou)資(zi)(zi)(zi)本金。加(jia)強(qiang)省(sheng)(sheng)(sheng)信(xin)用(yong)(yong)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)集(ji)團再擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)功能建(jian)(jian)(jian)設(she),強(qiang)化(hua)對縣域融(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)機構(gou)的信(xin)用(yong)(yong)增進、風(feng)(feng)(feng)險分擔(dan)(dan)(dan)(dan)、經營指導等(deng)(deng)作(zuo)用(yong)(yong)。建(jian)(jian)(jian)立(li)(li)以(yi)融(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)作(zuo)用(yong)(yong)發(fa)揮和(he)(he)風(feng)(feng)(feng)險防控(kong)為核心(xin)指標的融(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)機構(gou)績效評價體系(xi),建(jian)(jian)(jian)立(li)(li)融(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)放大倍(bei)數(shu)、服(fu)務(wu)(wu)企(qi)(qi)業(ye)戶數(shu)、綜(zong)合(he)費(fei)率、風(feng)(feng)(feng)險控(kong)制(zhi)等(deng)(deng)與政(zheng)策(ce)(ce)扶持掛鉤機制(zhi)。建(jian)(jian)(jian)立(li)(li)統保(bao)(bao)(bao)(bao)統貸平(ping)臺,組織(zhi)政(zheng)策(ce)(ce)性(xing)(xing)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)體系(xi)平(ping)臺與開(kai)發(fa)銀(yin)(yin)行試點(dian)。探(tan)索建(jian)(jian)(jian)立(li)(li)銀(yin)(yin)擔(dan)(dan)(dan)(dan)合(he)作(zuo)風(feng)(feng)(feng)險分擔(dan)(dan)(dan)(dan)機制(zhi),不斷完(wan)善(shan)小型(xing)(xing)微型(xing)(xing)融(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)業(ye)務(wu)(wu)風(feng)(feng)(feng)險政(zheng)、銀(yin)(yin)、擔(dan)(dan)(dan)(dan)、企(qi)(qi)多方共擔(dan)(dan)(dan)(dan)機制(zhi),鼓(gu)(gu)勵(li)設(she)立(li)(li)風(feng)(feng)(feng)險補償(chang)專項基(ji)金或擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)基(ji)金對小型(xing)(xing)微型(xing)(xing)企(qi)(qi)業(ye)融(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)貸款損失進行補償(chang)。鼓(gu)(gu)勵(li)政(zheng)策(ce)(ce)性(xing)(xing)融(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)機構(gou)與保(bao)(bao)(bao)(bao)險機構(gou)開(kai)展“擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)+保(bao)(bao)(bao)(bao)險”合(he)作(zuo),豐(feng)富風(feng)(feng)(feng)險分散方式。推動(dong)政(zheng)策(ce)(ce)性(xing)(xing)融(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)機構(gou)完(wan)善(shan)法人治理結構(gou),完(wan)善(shan)運行、風(feng)(feng)(feng)險控(kong)制(zhi)、用(yong)(yong)人和(he)(he)激勵(li)約(yue)束機制(zhi)。加(jia)快(kuai)信(xin)息(xi)化(hua)建(jian)(jian)(jian)設(she),推進業(ye)務(wu)(wu)管(guan)理流程化(hua)、規范化(hua),2015年(nian)底基(ji)本實(shi)現業(ye)務(wu)(wu)辦理和(he)(he)日常管(guan)理信(xin)息(xi)化(hua),加(jia)強(qiang)業(ye)務(wu)(wu)監(jian)管(guan),引(yin)導其堅守主業(ye)、大力(li)(li)創(chuang)新、合(he)規經營、防范風(feng)(feng)(feng)險,提升政(zheng)策(ce)(ce)性(xing)(xing)融(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)體系(xi)服(fu)務(wu)(wu)小型(xing)(xing)微型(xing)(xing)企(qi)(qi)業(ye)能力(li)(li)。(省(sheng)(sheng)(sheng)財政(zheng)廳(ting)、省(sheng)(sheng)(sheng)政(zheng)府金融(rong)(rong)辦、省(sheng)(sheng)(sheng)經濟和(he)(he)信(xin)息(xi)化(hua)委(wei)、省(sheng)(sheng)(sheng)科(ke)技廳(ting)、省(sheng)(sheng)(sheng)商務(wu)(wu)廳(ting)、省(sheng)(sheng)(sheng)人力(li)(li)資(zi)(zi)(zi)源社會保(bao)(bao)(bao)(bao)護廳(ting)、人行合(he)肥中心(xin)支行、安徽銀(yin)(yin)監(jian)局、省(sheng)(sheng)(sheng)國稅局、省(sheng)(sheng)(sheng)地稅局、省(sheng)(sheng)(sheng)信(xin)用(yong)(yong)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)集(ji)團負責(ze))
七、進一步擴大小型微型企業信貸融資

各地(di)、各部(bu)(bu)門(men)要結合本地(di)區、本部(bu)(bu)門(men)實際,在落(luo)實好現(xian)有小(xiao)型(xing)微型(xing)企(qi)業扶(fu)(fu)持政策(ce)的基礎上,加大政策(ce)宣傳力度,簡化辦事(shi)流(liu)程,提高服務效率。同時(shi),要加強政策(ce)落(luo)實效果評估(gu),確認各項政策(ce)落(luo)到實處(chu)。省政府將適(shi)時(shi)組織有關部(bu)(bu)門(men)對各地(di)、各有關部(bu)(bu)門(men)執行扶(fu)(fu)持小(xiao)型(xing)微型(xing)企(qi)業政策(ce)情況進行督導檢查。
