各市、縣人民政(zheng)府(fu)(fu),省政(zheng)府(fu)(fu)各部門、各直屬機構:

為進一(yi)步加快(kuai)發展生(sheng)產(chan)性(xing)服務業(ye),促進產(chan)業(ye)結(jie)構(gou)調整升(sheng)級,提升(sheng)可持續發展能(neng)力,根據《國務院關(guan)于加快(kuai)發展生(sheng)產(chan)性(xing)服務業(ye)促進產(chan)業(ye)結(jie)構(gou)調整升(sheng)級的(de)指導(dao)意(yi)見》(國發〔2014〕26號)精神,經(jing)省政府同意(yi),結(jie)合我(wo)省實際,提出如下(xia)實施(shi)意(yi)見:

一、總體要求

(一(yi))指導思(si)想。

深入貫徹落(luo)實(shi)黨(dang)的十(shi)八大(da)和十(shi)八屆(jie)三中、四中全會(hui)和習近平(ping)總書(shu)記系列(lie)重(zhong)要講話精(jing)神,圍繞“三個強省”目(mu)標,堅持(chi)市場(chang)主導、突出重(zhong)點(dian)、創新驅(qu)動、集聚(ju)發展,科學規劃布局,放寬市場(chang)準(zhun)入,完善行業標準(zhun),創造環境條件,實(shi)現服(fu)(fu)務業與(yu)工業、農(nong)業在更高水平(ping)上有(you)機融合,切實(shi)提(ti)高生產性(xing)服(fu)(fu)務業的比重(zhong)和水平(ping),促進(jin)經濟(ji)提(ti)質(zhi)增效(xiao)升級。

(二)發(fa)展目標。

全(quan)省生產(chan)性服(fu)(fu)務業(ye)(ye)發展提(ti)速、比(bi)重(zhong)提(ti)高、水平提(ti)升。到(dao)2020年,全(quan)省生產(chan)性服(fu)(fu)務業(ye)(ye)增加(jia)值(zhi)占服(fu)(fu)務業(ye)(ye)比(bi)重(zhong)超過(guo)50%,力(li)爭(zheng)達到(dao)52%,形成專業(ye)(ye)性強、創新(xin)活躍、融(rong)合度高的產(chan)業(ye)(ye)服(fu)(fu)務體系。

二、發展重點

現階段,我(wo)省(sheng)生產性服(fu)(fu)(fu)(fu)務(wu)(wu)業重點發(fa)展現代(dai)金融、現代(dai)物流、科(ke)技服(fu)(fu)(fu)(fu)務(wu)(wu)、信息技術服(fu)(fu)(fu)(fu)務(wu)(wu)、檢驗(yan)檢測認(ren)證、節能(neng)環保(bao)服(fu)(fu)(fu)(fu)務(wu)(wu)、電(dian)子商務(wu)(wu)、商務(wu)(wu)咨詢、服(fu)(fu)(fu)(fu)務(wu)(wu)外(wai)包、人力(li)資源(yuan)服(fu)(fu)(fu)(fu)務(wu)(wu)和(he)品牌建設。

(一)現代(dai)金(jin)融。

加快構(gou)建(jian)(jian)全省現代(dai)金(jin)(jin)(jin)(jin)融(rong)(rong)(rong)體系(xi),打造長江經(jing)濟(ji)帶區域金(jin)(jin)(jin)(jin)融(rong)(rong)(rong)中心。鼓勵設(she)(she)立汽(qi)車金(jin)(jin)(jin)(jin)融(rong)(rong)(rong)、財務(wu)公司(si)、消費(fei)金(jin)(jin)(jin)(jin)融(rong)(rong)(rong)、互聯網金(jin)(jin)(jin)(jin)融(rong)(rong)(rong)等(deng)非銀行(xing)金(jin)(jin)(jin)(jin)融(rong)(rong)(rong)機構(gou),積較打造安徽(hui)金(jin)(jin)(jin)(jin)融(rong)(rong)(rong)品牌。健全農村金(jin)(jin)(jin)(jin)融(rong)(rong)(rong)服務(wu)體系(xi),推進(jin)(jin)農村信用聯社深化改革(ge)。進(jin)(jin)一步擴(kuo)大(da)(da)對內對外開放,鼓勵境(jing)內外知名金(jin)(jin)(jin)(jin)融(rong)(rong)(rong)機構(gou)入駐安徽(hui)。大(da)(da)力(li)推廣大(da)(da)型制(zhi)造設(she)(she)備、施工(gong)設(she)(she)備、運輸工(gong)具、生(sheng)(sheng)產線等(deng)融(rong)(rong)(rong)資(zi)(zi)租賃(lin)服務(wu),鼓勵企(qi)業(ye)(ye)(ye)(ye)兼營與(yu)主營業(ye)(ye)(ye)(ye)務(wu)相關的(de)保(bao)(bao)理業(ye)(ye)(ye)(ye)務(wu),引導企(qi)業(ye)(ye)(ye)(ye)利用融(rong)(rong)(rong)資(zi)(zi)租賃(lin)方(fang)式,進(jin)(jin)行(xing)設(she)(she)備更(geng)新(xin)和技術改造,建(jian)(jian)立完(wan)善運營服務(wu)和管理信息系(xi)統,建(jian)(jian)設(she)(she)租賃(lin)物(wu)與(yu)二手設(she)(she)備流通市場。積較發(fa)展資(zi)(zi)本市場,支持(chi)我省生(sheng)(sheng)產性服務(wu)業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)上市融(rong)(rong)(rong)資(zi)(zi),鼓勵通過發(fa)行(xing)企(qi)業(ye)(ye)(ye)(ye)債、公司(si)債、債務(wu)融(rong)(rong)(rong)資(zi)(zi)工(gong)具進(jin)(jin)行(xing)融(rong)(rong)(rong)資(zi)(zi)。完(wan)善創(chuang)業(ye)(ye)(ye)(ye)投(tou)資(zi)(zi)機制(zhi),大(da)(da)力(li)發(fa)展股權投(tou)資(zi)(zi)基金(jin)(jin)(jin)(jin)、產業(ye)(ye)(ye)(ye)基金(jin)(jin)(jin)(jin)等(deng)股權類(lei)投(tou)資(zi)(zi)基金(jin)(jin)(jin)(jin)。加快建(jian)(jian)設(she)(she)省第三方(fang)支付中心,建(jian)(jian)立資(zi)(zi)金(jin)(jin)(jin)(jin)結算、數據備份(fen)和共享(xiang)基地(di),將合肥濱湖國際金(jin)(jin)(jin)(jin)融(rong)(rong)(rong)后(hou)臺服務(wu)基地(di)打造成.金(jin)(jin)(jin)(jin)融(rong)(rong)(rong)服務(wu)中心。(責任單(dan)位:省政(zheng)府金(jin)(jin)(jin)(jin)融(rong)(rong)(rong)辦、人行(xing)合肥中心支行(xing)、安徽(hui)銀監局(ju)、安徽(hui)證監局(ju)、安徽(hui)保(bao)(bao)監局(ju)等(deng),列首先(xian)位的(de)為牽(qian)頭單(dan)位,下同(tong))

(二)現(xian)代(dai)物流。

建(jian)設(she)皖(wan)江外向型現代物(wu)(wu)(wu)流(liu)產(chan)(chan)業(ye)(ye)帶、合肥物(wu)(wu)(wu)流(liu)圈、沿淮物(wu)(wu)(wu)流(liu)產(chan)(chan)業(ye)(ye)帶三大(da)(da)物(wu)(wu)(wu)流(liu)區域。加快實(shi)施國家物(wu)(wu)(wu)流(liu)園區發(fa)展(zhan)(zhan)(zhan)規(gui)(gui)劃,依托交(jiao)通(tong)(tong)樞紐、中心(xin)城(cheng)市(shi)、重要商(shang)品集散(san)地和(he)產(chan)(chan)業(ye)(ye)集聚區等(deng)(deng),規(gui)(gui)劃建(jian)設(she)一批省(sheng)(sheng)級現代物(wu)(wu)(wu)流(liu)園區。大(da)(da)力發(fa)展(zhan)(zhan)(zhan)第三方物(wu)(wu)(wu)流(liu),引導傳統運輸(shu)(shu)、流(liu)通(tong)(tong)等(deng)(deng)企(qi)業(ye)(ye)采(cai)用(yong)現代物(wu)(wu)(wu)流(liu)管理模式和(he)技術(shu)(shu)裝(zhuang)備,培(pei)育一批有品牌、專(zhuan)業(ye)(ye)化物(wu)(wu)(wu)流(liu)企(qi)業(ye)(ye)。以物(wu)(wu)(wu)聯網(wang)、云計算、大(da)(da)數(shu)據、移動互聯網(wang)等(deng)(deng)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)技術(shu)(shu)為支撐,提(ti)(ti)高物(wu)(wu)(wu)流(liu)企(qi)業(ye)(ye)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)化水(shui)平(ping)。加強物(wu)(wu)(wu)流(liu)公共信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)平(ping)臺(tai)和(he)貨物(wu)(wu)(wu)配(pei)(pei)載中心(xin)建(jian)設(she),促進物(wu)(wu)(wu)流(liu)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)與公共服務信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)互聯互通(tong)(tong)。做好商(shang)貿物(wu)(wu)(wu)流(liu)城(cheng)市(shi)共同配(pei)(pei)送(song)(song)試點,積較(jiao)發(fa)展(zhan)(zhan)(zhan)共同配(pei)(pei)送(song)(song)、統一配(pei)(pei)送(song)(song),提(ti)(ti)高多式聯運比重。大(da)(da)力發(fa)展(zhan)(zhan)(zhan)保稅物(wu)(wu)(wu)流(liu),加快合肥綜合保稅區、蚌(bang)埠(bu)(皖(wan)北(bei))保稅物(wu)(wu)(wu)流(liu)中心(xin)等(deng)(deng)建(jian)設(she)。研究制(zhi)定(ding)全省(sheng)(sheng)物(wu)(wu)(wu)流(liu)業(ye)(ye)發(fa)展(zhan)(zhan)(zhan)規(gui)(gui)劃和(he)促進措施,加快推(tui)進物(wu)(wu)(wu)流(liu)立法工作。加強物(wu)(wu)(wu)流(liu)標(biao)準制(zhi)定(ding)和(he)推(tui)廣應用(yong),支持物(wu)(wu)(wu)流(liu)標(biao)準化設(she)施建(jian)設(she)和(he)改(gai)造。(責(ze)任單位:省(sheng)(sheng)發(fa)展(zhan)(zhan)(zhan)改(gai)革(ge)委(wei)、省(sheng)(sheng)經濟和(he)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)化委(wei)、省(sheng)(sheng)交(jiao)通(tong)(tong)運輸(shu)(shu)廳、省(sheng)(sheng)商(shang)務廳、省(sheng)(sheng)質(zhi)監局、合肥海關等(deng)(deng))

(三)科技服務。

大力(li)發展研(yan)(yan)究開發、技(ji)(ji)術轉移、創(chuang)(chuang)業(ye)(ye)孵(fu)化(hua)、知(zhi)識產權、科(ke)技(ji)(ji)咨詢、科(ke)技(ji)(ji)金(jin)融(rong)、科(ke)學(xue)技(ji)(ji)術普及和(he)(he)綜合科(ke)技(ji)(ji)服(fu)(fu)務(wu)(wu),加快服(fu)(fu)務(wu)(wu)模式創(chuang)(chuang)新和(he)(he)業(ye)(ye)態創(chuang)(chuang)新。面(mian)向產業(ye)(ye)基地(di)(di)和(he)(he)集群(qun),建(jian)設(she)(she)(she)一批公共技(ji)(ji)術研(yan)(yan)發服(fu)(fu)務(wu)(wu)平臺,為(wei)中(zhong)小企(qi)業(ye)(ye)提供設(she)(she)(she)備、數(shu)據、專業(ye)(ye)技(ji)(ji)術等服(fu)(fu)務(wu)(wu),支持科(ke)技(ji)(ji)型(xing)中(zhong)小企(qi)業(ye)(ye)發展。引(yin)導支持企(qi)業(ye)(ye)工(gong)業(ye)(ye)設(she)(she)(she)計(ji)(ji)中(zhong)心、工(gong)業(ye)(ye)設(she)(she)(she)計(ji)(ji)企(qi)業(ye)(ye)和(he)(he)工(gong)業(ye)(ye)設(she)(she)(she)計(ji)(ji)基地(di)(di)建(jian)設(she)(she)(she),促進工(gong)業(ye)(ye)設(she)(she)(she)計(ji)(ji)向高(gao)端綜合設(she)(she)(she)計(ji)(ji)服(fu)(fu)務(wu)(wu)轉變。依(yi)托(tuo)各類(lei)開發園區、高(gao)等院(yuan)校、科(ke)研(yan)(yan)院(yuan)所(suo)和(he)(he)大型(xing)企(qi)業(ye)(ye),建(jian)設(she)(she)(she)一批產學(xue)研(yan)(yan)相結合的科(ke)技(ji)(ji)公共服(fu)(fu)務(wu)(wu)平臺,推動科(ke)技(ji)(ji)服(fu)(fu)務(wu)(wu)與(yu)企(qi)業(ye)(ye)對接,促進工(gong)業(ye)(ye)設(she)(she)(she)計(ji)(ji)與(yu)科(ke)技(ji)(ji)成果產業(ye)(ye)化(hua)。(責(ze)任單位(wei):省(sheng)(sheng)科(ke)技(ji)(ji)廳、省(sheng)(sheng)經(jing)濟和(he)(he)信息化(hua)委、省(sheng)(sheng)發展改革委等)

(四)信息(xi)技術服務(wu)。

依托創(chuang)新(xin)(xin)型省(sheng)(sheng)份建(jian)設(she),重點(dian)發(fa)展行業(ye)應用(yong)(yong)軟(ruan)件、嵌入式(shi)軟(ruan)件、軟(ruan)件技術(shu)(shu)服(fu)務、集(ji)成(cheng)(cheng)(cheng)電路設(she)計(ji)和(he)系(xi)統集(ji)成(cheng)(cheng)(cheng)等(deng)行業(ye),大(da)力支(zhi)持軟(ruan)件即服(fu)務、平(ping)臺即服(fu)務、基(ji)礎(chu)設(she)施即服(fu)務等(deng)模式(shi)創(chuang)新(xin)(xin),提升軟(ruan)件業(ye)支(zhi)撐(cheng)服(fu)務水(shui)平(ping)。積較推(tui)(tui)動(dong)信(xin)息(xi)化(hua)(hua)與工業(ye)化(hua)(hua)的(de)深度融合(he),運用(yong)(yong)互聯網(wang)等(deng)信(xin)息(xi)技術(shu)(shu),推(tui)(tui)進(jin)制造(zao)業(ye)網(wang)絡化(hua)(hua)、智能化(hua)(hua)、柔(rou)性化(hua)(hua)、服(fu)務化(hua)(hua),促進(jin)定制生產(chan)等(deng)模式(shi)創(chuang)新(xin)(xin)發(fa)展。促進(jin)網(wang)絡新(xin)(xin)技術(shu)(shu)應用(yong)(yong)和(he)推(tui)(tui)廣,支(zhi)持移動(dong)支(zhi)付(fu)、互聯網(wang)增(zeng)值服(fu)務等(deng)新(xin)(xin)業(ye)態(tai)發(fa)展。加快推(tui)(tui)進(jin)合(he)肥、蕪湖、馬鞍山、蚌埠、安(an)慶等(deng)國家(jia)信(xin)息(xi)消費試點(dian)市建(jian)設(she)。加快中(zhong)(zhong)(zhong)國移動(dong)淮南數據(ju)后備中(zhong)(zhong)(zhong)心和(he)宿(su)州云計(ji)算智慧產(chan)業(ye)園項目建(jian)設(she),將安(an)徽打造(zao)成(cheng)(cheng)(cheng)中(zhong)(zhong)(zhong)東(dong)部地區(qu)信(xin)息(xi)服(fu)務中(zhong)(zhong)(zhong)心。加強農村通信(xin)和(he)廣電基(ji)礎(chu)設(she)施建(jian)設(she),推(tui)(tui)動(dong)寬帶網(wang)絡進(jin)村入戶(hu)。(責任單(dan)位:省(sheng)(sheng)經(jing)濟(ji)和(he)信(xin)息(xi)化(hua)(hua)委、省(sheng)(sheng)科技廳、省(sheng)(sheng)新(xin)(xin)聞出版廣電局等(deng))

圍繞各地主導(dao)產業(ye)(ye)和戰略性新興產業(ye)(ye),加(jia)(jia)快(kuai)建設(she)(she)(she)(she)煤炭、石化、銅制(zhi)品、汽車及零部件、裝備制(zhi)造、電子(zi)信息等(deng)(deng)檢(jian)(jian)(jian)(jian)(jian)驗(yan)檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)服(fu)務(wu)(wu)(wu)(wu)平臺。引導(dao)國(guo)內外(wai)知名檢(jian)(jian)(jian)(jian)(jian)驗(yan)檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)服(fu)務(wu)(wu)(wu)(wu)機(ji)構(gou)來皖設(she)(she)(she)(she)立分(fen)支機(ji)構(gou),鼓(gu)勵(li)我省(sheng)(sheng)檢(jian)(jian)(jian)(jian)(jian)驗(yan)檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)機(ji)構(gou)加(jia)(jia)強國(guo)內外(wai)合(he)作(zuo)。支持檢(jian)(jian)(jian)(jian)(jian)驗(yan)檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)機(ji)構(gou)在檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)新技(ji)(ji)術(shu)、檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)方(fang)法、檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)服(fu)務(wu)(wu)(wu)(wu)等(deng)(deng)方(fang)面(mian),積較參與國(guo)內外(wai)標準(zhun)制(zhi)定,開(kai)(kai)展檢(jian)(jian)(jian)(jian)(jian)驗(yan)檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)認(ren)證(zheng)結果(guo)和技(ji)(ji)術(shu)能(neng)力(li)互認(ren)。促進高(gao)等(deng)(deng)院校(xiao)和科研院所(suo)大(da)型(xing)儀器設(she)(she)(she)(she)備向社會開(kai)(kai)放(fang),引導(dao)第三方(fang)檢(jian)(jian)(jian)(jian)(jian)驗(yan)檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)認(ren)證(zheng)機(ji)構(gou)向產業(ye)(ye)園區(qu)集(ji)聚(ju),建設(she)(she)(she)(she)檢(jian)(jian)(jian)(jian)(jian)驗(yan)檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)高(gao)技(ji)(ji)術(shu)服(fu)務(wu)(wu)(wu)(wu)業(ye)(ye)集(ji)聚(ju)區(qu)。加(jia)(jia)強計量基礎能(neng)力(li)建設(she)(she)(she)(she),鼓(gu)勵(li)有條件的城市建設(she)(she)(she)(she)國(guo)家產業(ye)(ye)計量測(ce)(ce)試(shi)中心。加(jia)(jia)快(kuai)檢(jian)(jian)(jian)(jian)(jian)驗(yan)檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)電子(zi)商(shang)務(wu)(wu)(wu)(wu)平臺建設(she)(she)(she)(she),培育發(fa)展在線檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)新業(ye)(ye)態。開(kai)(kai)拓(tuo)電子(zi)商(shang)務(wu)(wu)(wu)(wu)等(deng)(deng)服(fu)務(wu)(wu)(wu)(wu)認(ren)證(zheng)領域(yu)。(責任(ren)單位:省(sheng)(sheng)質(zhi)監局(ju)、省(sheng)(sheng)工商(shang)局(ju)、省(sheng)(sheng)食品藥品監管(guan)局(ju)、省(sheng)(sheng)安全監管(guan)局(ju)等(deng)(deng))

三、政策措施

(一(yi))推進改革創新(xin)。

鼓勵社會資本以多種方(fang)式發展生產性服(fu)務(wu)業(ye)(ye),在注冊登記、財(cai)稅金融、資質認定、價格政(zheng)策(ce)、招投(tou)標(biao)、人才引進(jin)(jin)等(deng)(deng)方(fang)面(mian),享受與工業(ye)(ye)同(tong)等(deng)(deng)待遇,營(ying)造公平競爭環(huan)境(jing)。進(jin)(jin)一步(bu)深化(hua)(hua)商事制(zhi)度改(gai)革,實行(xing)“三證合一”、“先照(zhao)后(hou)證”制(zhi)度。認真落實政(zheng)府權力清單(dan)、涉企(qi)收費清單(dan)制(zhi)度,規范和(he)(he)改(gai)進(jin)(jin)行(xing)政(zheng)審(shen)(shen)批行(xing)為,進(jin)(jin)一步(bu)簡化(hua)(hua)審(shen)(shen)批驗(yan)收環(huan)節和(he)(he)程序,多方(fang)面(mian)推(tui)行(xing)并聯審(shen)(shen)批,提高審(shen)(shen)批時效。加快電(dian)子政(zheng)務(wu)建(jian)設(she),積較推(tui)行(xing)網上咨詢、預審(shen)(shen)和(he)(he)審(shen)(shen)批。鼓勵國家和(he)(he)省級服(fu)務(wu)業(ye)(ye)綜(zong)合改(gai)革試(shi)點(dian)單(dan)位在制(zhi)造業(ye)(ye)主輔分離、經營(ying)性事業(ye)(ye)單(dan)位轉企(qi)改(gai)制(zhi)、機關(guan)事業(ye)(ye)單(dan)位后(hou)勤服(fu)務(wu)社會化(hua)(hua)、社會信用體(ti)系(xi)建(jian)設(she)等(deng)(deng)領域先行(xing)先試(shi)。(責(ze)任單(dan)位:省發展改(gai)革委、省工商局、省國資委等(deng)(deng))

(二)擴(kuo)大對外開放(fang)。

進一步放(fang)開生(sheng)產性(xing)服務(wu)(wu)(wu)業領域市場準(zhun)入,引導國內外(wai)知名企業來皖(wan)(wan)設(she)立生(sheng)產性(xing)服務(wu)(wu)(wu)企業、地(di)區(qu)(qu)(qu)總部、研發(fa)中心、結算中心和(he)營(ying)運基地(di)等。比照(zhao)上海自貿(mao)(mao)區(qu)(qu)(qu),探索對外(wai)商(shang)投資實行準(zhun)入前國民待遇(yu)加負(fu)面清單的管(guan)理(li)模(mo)式(shi),積較申建皖(wan)(wan)江(jiang)自貿(mao)(mao)區(qu)(qu)(qu)。大力發(fa)展國際運輸(shu)、對外(wai)工(gong)程、信息(xi)技(ji)術服務(wu)(wu)(wu)等服務(wu)(wu)(wu)貿(mao)(mao)易(yi),鼓勵企業在境外(wai)設(she)立技(ji)術開發(fa)、采購分銷、物流代(dai)理(li)等機構,建立完(wan)善(shan)營(ying)銷網絡。積較參與(yu)長江(jiang)經濟帶分工(gong)合(he)作,按照(zhao)“三互”大通(tong)(tong)關(guan)要(yao)求,建立完(wan)善(shan)與(yu)生(sheng)產性(xing)服務(wu)(wu)(wu)貿(mao)(mao)易(yi)相(xiang)適應的口(kou)岸(an)通(tong)(tong)關(guan)管(guan)理(li)模(mo)式(shi)。完(wan)善(shan)電子(zi)口(kou)岸(an),推動(dong)有(you)條(tiao)件的設(she)區(qu)(qu)(qu)的市申建海關(guan)特(te)殊監管(guan)區(qu)(qu)(qu)域。(責(ze)任單位:省(sheng)(sheng)商(shang)務(wu)(wu)(wu)廳(ting)、合(he)肥(fei)海關(guan)、省(sheng)(sheng)發(fa)展改革委等)

(三)完善(shan)土地政(zheng)策。

在土地(di)利(li)用(yong)總體(ti)規劃(hua)修編中,各(ge)地(di)要科學(xue)合(he)理、適度(du)有序地(di)安排生產(chan)性服務(wu)(wu)業(ye)(ye)(ye)(ye)用(yong)地(di),盤活土地(di)優先發展生產(chan)性服務(wu)(wu)業(ye)(ye)(ye)(ye)。鼓勵工(gong)(gong)業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)利(li)用(yong)自(zi)有工(gong)(gong)業(ye)(ye)(ye)(ye)廠地(di)興辦(ban)自(zi)營性生產(chan)性服務(wu)(wu)業(ye)(ye)(ye)(ye),經依(yi)法批準(zhun),對提(ti)高自(zi)有工(gong)(gong)業(ye)(ye)(ye)(ye)用(yong)地(di)容積(ji)率(lv)用(yong)于自(zi)營生產(chan)性服務(wu)(wu)業(ye)(ye)(ye)(ye)的工(gong)(gong)業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye),可按新用(yong)途辦(ban)理相關手續。在依(yi)法合(he)規前(qian)提(ti)下,工(gong)(gong)業(ye)(ye)(ye)(ye)園區內(nei)(nei)建設的物流(liu)、研發、信息服務(wu)(wu)和工(gong)(gong)業(ye)(ye)(ye)(ye)設計等(deng)生產(chan)性服務(wu)(wu)業(ye)(ye)(ye)(ye)項目,參照執行工(gong)(gong)業(ye)(ye)(ye)(ye)用(yong)地(di)政策。加大對列入國家和省(sheng)(sheng)鼓勵類生產(chan)性服務(wu)(wu)業(ye)(ye)(ye)(ye)項目用(yong)地(di)支持力度(du),并列入對國土資源部門(men)的考核(he)內(nei)(nei)容。(責任單(dan)位:省(sheng)(sheng)國土資源廳(ting)、省(sheng)(sheng)住(zhu)房城鄉建設廳(ting)等(deng))

(四)加(jia)大財政支持。

統(tong)籌各(ge)類(lei)服(fu)務(wu)業(ye)發展(zhan)資(zi)金,運用(yong)(yong)貼(tie)息、補助(zhu)、獎勵等(deng)方式,引(yin)導(dao)帶(dai)動(dong)社會資(zi)本參(can)與公共(gong)(gong)基(ji)礎設(she)施、市場誠信體系(xi)、標(biao)準體系(xi)以及公共(gong)(gong)服(fu)務(wu)平臺等(deng)服(fu)務(wu)業(ye)關鍵(jian)領(ling)域和(he)薄弱環(huan)節建設(she)。調整優化(hua)省統(tong)籌資(zi)金結(jie)構(gou),重點支持生(sheng)產(chan)性(xing)服(fu)務(wu)業(ye)發展(zhan)。各(ge)地、各(ge)部門要加(jia)大(da)向社會力(li)量(liang)購(gou)買(mai)服(fu)務(wu)力(li)度,制定具(ju)體購(gou)買(mai)服(fu)務(wu)實施目錄(lu),明確(que)購(gou)買(mai)服(fu)務(wu)種(zhong)類(lei)、性(xing)質和(he)內容(rong)。積(ji)較研究自主創新(xin)產(chan)品首(shou)次應用(yong)(yong)政策,加(jia)大(da)成果轉(zhuan)化(hua)支持力(li)度。(責任(ren)單位(wei):省財政廳等(deng))

在營改增試點過渡(du)期內(nei),對(dui)因稅(shui)(shui)(shui)(shui)(shui)制轉(zhuan)換造成稅(shui)(shui)(shui)(shui)(shui)負增加(jia)(jia)的(de)(de)(de)(de)(de)(de)生(sheng)產(chan)性服務業(ye)(ye)(ye)(ye)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)給予財(cai)政(zheng)(zheng)扶持(chi)。服務業(ye)(ye)(ye)(ye)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)繳納契稅(shui)(shui)(shui)(shui)(shui)按國(guo)家(jia)規(gui)定(ding)(ding)的(de)(de)(de)(de)(de)(de)稅(shui)(shui)(shui)(shui)(shui)率下限執行。研發(fa)(fa)(fa)設(she)(she)計(ji)(ji)、檢驗檢測認證(zheng)、節能(neng)環(huan)(huan)保(bao)等(deng)(deng)科技(ji)型、創新型生(sheng)產(chan)性服務業(ye)(ye)(ye)(ye)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye),可(ke)申請認定(ding)(ding)為高新技(ji)術企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye),享(xiang)(xiang)受15%的(de)(de)(de)(de)(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)所得(de)稅(shui)(shui)(shui)(shui)(shui)優惠(hui)稅(shui)(shui)(shui)(shui)(shui)率。符合條件(jian)的(de)(de)(de)(de)(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)實施(shi)環(huan)(huan)境(jing)保(bao)護、節能(neng)節水、合同(tong)能(neng)源管理等(deng)(deng)項目的(de)(de)(de)(de)(de)(de)投(tou)資(zi)經營所得(de),均可(ke)依法享(xiang)(xiang)受企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)所得(de)稅(shui)(shui)(shui)(shui)(shui)優惠(hui)政(zheng)(zheng)策。在規(gui)定(ding)(ding)期限內(nei),對(dui)符合條件(jian)的(de)(de)(de)(de)(de)(de)科技(ji)園區(qu)與科技(ji)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)孵(fu)化器自用(yong)以(yi)及無(wu)償或通(tong)過出(chu)租等(deng)(deng)方式提(ti)供給孵(fu)化企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)使用(yong)的(de)(de)(de)(de)(de)(de)房產(chan)、土地,免(mian)征(zheng)(zheng)房產(chan)稅(shui)(shui)(shui)(shui)(shui)和城鎮(zhen)土地使用(yong)稅(shui)(shui)(shui)(shui)(shui)。對(dui)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)發(fa)(fa)(fa)生(sheng)的(de)(de)(de)(de)(de)(de)職工(gong)教育經費支出(chu),不超過工(gong)資(zi)總額2.5%的(de)(de)(de)(de)(de)(de)部分,準予扣(kou)除(chu)(chu);超過部分,在以(yi)后納稅(shui)(shui)(shui)(shui)(shui)年(nian)度結轉(zhuan)扣(kou)除(chu)(chu)。企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)的(de)(de)(de)(de)(de)(de)研究開發(fa)(fa)(fa)費用(yong),未形(xing)成無(wu)形(xing)資(zi)產(chan)計(ji)(ji)入當期損(sun)益(yi)的(de)(de)(de)(de)(de)(de),在據實扣(kou)除(chu)(chu)的(de)(de)(de)(de)(de)(de)基礎(chu)上(shang),按照研究開發(fa)(fa)(fa)費用(yong)的(de)(de)(de)(de)(de)(de)50%加(jia)(jia)計(ji)(ji)扣(kou)除(chu)(chu);形(xing)成無(wu)形(xing)資(zi)產(chan)的(de)(de)(de)(de)(de)(de),按照無(wu)形(xing)資(zi)產(chan)成本(ben)的(de)(de)(de)(de)(de)(de)150%攤銷。落實國(guo)家(jia)生(sheng)產(chan)性服務業(ye)(ye)(ye)(ye)出(chu)口(kou)(kou)退(tui)稅(shui)(shui)(shui)(shui)(shui)政(zheng)(zheng)策,及時擴大出(chu)口(kou)(kou)退(tui)稅(shui)(shui)(shui)(shui)(shui)范圍。物流企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)在海關特殊監管區(qu)投(tou)資(zi)物流設(she)(she)施(shi)建設(she)(she)和技(ji)術改造購(gou)置的(de)(de)(de)(de)(de)(de)進(jin)口(kou)(kou)設(she)(she)備,經認定(ding)(ding)后可(ke)享(xiang)(xiang)受免(mian)征(zheng)(zheng)關稅(shui)(shui)(shui)(shui)(shui)和進(jin)口(kou)(kou)環(huan)(huan)節增值稅(shui)(shui)(shui)(shui)(shui)。(責任單位:省(sheng)財(cai)政(zheng)(zheng)廳、省(sheng)國(guo)稅(shui)(shui)(shui)(shui)(shui)局(ju)、省(sheng)地稅(shui)(shui)(shui)(shui)(shui)局(ju)等(deng)(deng))

(六)加強(qiang)金融支持。

鼓(gu)勵(li)開發(fa)(fa)適合(he)(he)(he)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)性服務(wu)(wu)業(ye)(ye)(ye)(ye)發(fa)(fa)展(zhan)(zhan)特(te)點的金融(rong)(rong)(rong)(rong)產(chan)(chan)(chan)品,積(ji)較(jiao)發(fa)(fa)展(zhan)(zhan)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)鏈(lian)、商業(ye)(ye)(ye)(ye)圈、企業(ye)(ye)(ye)(ye)群等(deng)融(rong)(rong)(rong)(rong)資(zi)方(fang)式。擴(kuo)(kuo)大抵質押(ya)品范(fan)圍,積(ji)較(jiao)推進知識(shi)產(chan)(chan)(chan)權(quan)、特(te)許經營權(quan)、倉單、信用保(bao)(bao)(bao)險保(bao)(bao)(bao)單、股(gu)(gu)權(quan)、預期收益、應收賬款質押(ya)和商業(ye)(ye)(ye)(ye)保(bao)(bao)(bao)理等(deng)多(duo)種融(rong)(rong)(rong)(rong)資(zi)業(ye)(ye)(ye)(ye)務(wu)(wu)。探索(suo)設立科(ke)技金融(rong)(rong)(rong)(rong)服務(wu)(wu)機構,重點支持中(zhong)(zhong)小科(ke)技型企業(ye)(ye)(ye)(ye)發(fa)(fa)展(zhan)(zhan)。鼓(gu)勵(li)融(rong)(rong)(rong)(rong)資(zi)擔保(bao)(bao)(bao)機構在生(sheng)(sheng)(sheng)產(chan)(chan)(chan)性服務(wu)(wu)業(ye)(ye)(ye)(ye)集聚區設立分支機構,擴(kuo)(kuo)大融(rong)(rong)(rong)(rong)資(zi)擔保(bao)(bao)(bao)品種,拓寬融(rong)(rong)(rong)(rong)資(zi)渠道,加(jia)快形(xing)成“擔保(bao)(bao)(bao)+產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)”的協同發(fa)(fa)展(zhan)(zhan)機制,加(jia)強對(dui)中(zhong)(zhong)小生(sheng)(sheng)(sheng)產(chan)(chan)(chan)性服務(wu)(wu)業(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)提供擔保(bao)(bao)(bao)服務(wu)(wu),積(ji)較(jiao)落實(shi)我(wo)省(sheng)與全國股(gu)(gu)轉(zhuan)系統戰略合(he)(he)(he)作協議,進一步擴(kuo)(kuo)大“新三板”安徽(hui)(hui)板塊。支持省(sheng)股(gu)(gu)權(quan)托管交(jiao)易中(zhong)(zhong)心創新交(jiao)易品種和交(jiao)易模式,鼓(gu)勵(li)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)性服務(wu)(wu)業(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)進入“四板”市場融(rong)(rong)(rong)(rong)資(zi)。探索(suo)建立生(sheng)(sheng)(sheng)產(chan)(chan)(chan)性服務(wu)(wu)業(ye)(ye)(ye)(ye)重點領域企業(ye)(ye)(ye)(ye)信貸風險補(bu)償機制。(責任單位:省(sheng)政(zheng)府金融(rong)(rong)(rong)(rong)辦、人行合(he)(he)(he)肥中(zhong)(zhong)心支行、安徽(hui)(hui)銀監局(ju)、安徽(hui)(hui)證監局(ju)、安徽(hui)(hui)保(bao)(bao)(bao)監局(ju)等(deng))

(七(qi))調整價格政策。

進一(yi)步減(jian)少市(shi)場充分競爭領域的(de)政府定(ding)價和指導價項目。加快落實生產(chan)性(xing)服務業(ye)(ye)(ye)用(yong)電(dian)(dian)、用(yong)水(shui)與(yu)(yu)(yu)工業(ye)(ye)(ye)同價政策。對工業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)分離出的(de)非(fei)核心業(ye)(ye)(ye)務,在用(yong)水(shui)方(fang)面實行與(yu)(yu)(yu)原企(qi)業(ye)(ye)(ye)相同的(de)價格政策。符合條件的(de)生產(chan)性(xing)服務業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye),可申(shen)請參與(yu)(yu)(yu)電(dian)(dian)力用(yong)戶與(yu)(yu)(yu)發電(dian)(dian)企(qi)業(ye)(ye)(ye)直接(jie)交易試點。取消與(yu)(yu)(yu)生產(chan)性(xing)服務業(ye)(ye)(ye)貸款掛鉤(gou)但沒有(you)服務內容的(de)收費(fei),建立科學(xue)合理的(de)貸款定(ding)價機(ji)制(zhi)。涉(she)及生產(chan)性(xing)服務業(ye)(ye)(ye)的(de)各項收費(fei)嚴格按(an)照(zhao)安徽省(sheng)(sheng)涉(she)企(qi)收費(fei)清單(dan)制(zhi)度執(zhi)行。(責任單(dan)位:省(sheng)(sheng)物(wu)價局、省(sheng)(sheng)工商(shang)局等)

(八)強化(hua)人(ren)才支撐。

支(zhi)持(chi)省(sheng)內(nei)院(yuan)校(xiao)(xiao)增設生(sheng)(sheng)產(chan)(chan)性(xing)服(fu)務(wu)業(ye)專業(ye),探(tan)索(suo)將相關專業(ye)納入技工(gong)院(yuan)校(xiao)(xiao)、中(zhong)職(zhi)學校(xiao)(xiao)專業(ye)范疇,并(bing)在政策(ce)和資(zi)(zi)(zi)金上予以支(zhi)持(chi)。鼓勵學校(xiao)(xiao)、科研(yan)院(yuan)所與生(sheng)(sheng)產(chan)(chan)性(xing)服(fu)務(wu)業(ye)企業(ye)合作建(jian)立人(ren)(ren)(ren)才(cai)(cai)(cai)培訓基地,在有條件的(de)(de)市建(jian)設公共職(zhi)業(ye)訓練基地,每年選送一批生(sheng)(sheng)產(chan)(chan)性(xing)服(fu)務(wu)業(ye)重點行業(ye)高級管(guan)理、技術(shu)人(ren)(ren)(ren)才(cai)(cai)(cai)到服(fu)務(wu)業(ye)發(fa)達國家和地區(qu)參加培訓。探(tan)索(suo)建(jian)立專業(ye)孵化器(qi),為(wei)擁有技術(shu)、創意的(de)(de)人(ren)(ren)(ren)才(cai)(cai)(cai)提供創業(ye)投(tou)資(zi)(zi)(zi)服(fu)務(wu)。加大人(ren)(ren)(ren)才(cai)(cai)(cai)引(yin)進(jin)(jin)力度(du),從(cong)海內(nei)外引(yin)進(jin)(jin)生(sheng)(sheng)產(chan)(chan)性(xing)服(fu)務(wu)業(ye)高端(duan)人(ren)(ren)(ren)才(cai)(cai)(cai)。對(dui)引(yin)進(jin)(jin)的(de)(de)高端(duan)服(fu)務(wu)業(ye)人(ren)(ren)(ren)才(cai)(cai)(cai),落實完善項(xiang)目資(zi)(zi)(zi)助、創業(ye)創新、子(zi)女教(jiao)育(yu)等(deng)方面扶持(chi)政策(ce)。(責任單位:省(sheng)人(ren)(ren)(ren)力資(zi)(zi)(zi)源(yuan)社(she)會保護廳(ting)、省(sheng)教(jiao)育(yu)廳(ting)等(deng))

四、推進機制

(一)加(jia)強(qiang)組織領導。

建立(li)服務業(ye)(ye)部門聯席會議制度,負責協調推(tui)進(jin)生(sheng)產(chan)(chan)性(xing)服務業(ye)(ye)工(gong)作(zuo)。各地要(yao)建立(li)相應推(tui)進(jin)機(ji)制,制定(ding)實施細則,組織推(tui)進(jin)本(ben)地生(sheng)產(chan)(chan)性(xing)服務業(ye)(ye)發展(zhan)(zhan)。各相關部門要(yao)加強協調配合(he),明確責任分(fen)工(gong),共(gong)同研究解(jie)決(jue)工(gong)作(zuo)推(tui)進(jin)中的問題。(責任單位:省發展(zhan)(zhan)改革委(wei)等)

(二)完善統計制度(du)。

在服務業(ye)統(tong)(tong)(tong)計(ji)(ji)調查制度基礎(chu)上,建(jian)立完善(shan)生產性(xing)服務業(ye)統(tong)(tong)(tong)計(ji)(ji)指標體系,加強對生產性(xing)服務業(ye)的(de)運(yun)行(xing)(xing)(xing)監測(ce)和(he)(he)信(xin)息(xi)發布,提高統(tong)(tong)(tong)計(ji)(ji)數據的(de)準確性(xing)和(he)(he)時效性(xing)。強化各行(xing)(xing)(xing)業(ye)主管部門(men)統(tong)(tong)(tong)計(ji)(ji)工作職責(ze),建(jian)立生產性(xing)重點服務行(xing)(xing)(xing)業(ye)統(tong)(tong)(tong)計(ji)(ji)和(he)(he)運(yun)行(xing)(xing)(xing)監測(ce)分(fen)析季(ji)報制度。(責(ze)任單(dan)位:省(sheng)統(tong)(tong)(tong)計(ji)(ji)局等(deng))

(三)強化監督考核。

提(ti)高省(sheng)(sheng)政府效(xiao)能考核服務業(ye)權重(zhong)(zhong),增加生(sheng)產(chan)性服務業(ye)考核分項。完善年度(du)目標(biao)和(he)重(zhong)(zhong)點工作責(ze)(ze)任(ren)分解制度(du),修訂績效(xiao)考核辦法。省(sheng)(sheng)政府督查室(shi)要會同有(you)關部門(men)加大政策落實監督力(li)度(du),確(que)認(ren)各項工作任(ren)務落到(dao)實處。(責(ze)(ze)任(ren)單位:省(sheng)(sheng)政府督查室(shi)、省(sheng)(sheng)發展改革委、省(sheng)(sheng)統計局等)
