日(ri)前,中共安徽(hui)省委、安徽(hui)省人(ren)民政府(fu)印發《關于(yu)推進“電(dian)商安徽(hui)”建(jian)設的(de)指導(dao)意見》,要求全省各(ge)地、各(ge)有(you)關部門結合實際認(ren)真貫徹落實。《關于(yu)推進“電(dian)商安徽(hui)”建(jian)設的(de)指導(dao)意見》全文(wen)如(ru)下。
為貫徹網絡(luo)強(qiang)國戰略(lve)、大數據(ju)戰略(lve)和“互聯網+”行動(dong)(dong)計劃等(deng)一系列國家(jia)戰略(lve)部署(shu),落實《國務(wu)院關于(yu)大力發展電子(zi)商(shang)務(wu)加快培育經濟新(xin)動(dong)(dong)力的意(yi)見》等(deng)文件精神(shen),大力培育新(xin)徽商(shang),為全省經濟注入(ru)新(xin)動(dong)(dong)力,現就推進(jin)“電商(shang)安徽”建設提(ti)出如下指導意(yi)見。
一、總體思路
多(duo)方面貫徹(che)落實黨(dang)的十八(ba)大和(he)(he)十八(ba)屆三(san)中(zhong)、四(si)中(zhong)、五中(zhong)全(quan)(quan)會(hui)(hui)精神(shen),深入學習貫徹(che)習近平(ping)總書記系列重(zhong)要講話精神(shen)和(he)(he)視察(cha)安徽重(zhong)要講話,主動引領把握經(jing)濟發展(zhan)新(xin)(xin)常態,牢固樹立并自覺踐(jian)行新(xin)(xin)發展(zhan)理念,大力發展(zhan)網絡經(jing)濟,以推(tui)進(jin)“電商(shang)安徽”建設(she)為突破口和(he)(he)切入點,加快改造(zao)傳統(tong)經(jing)營模式(shi)和(he)(he)生(sheng)產(chan)(chan)組織形態,推(tui)動一(yi)二三(san)產(chan)(chan)業、線上線下、內外貿深度融合發展(zhan),催生(sheng)新(xin)(xin)業態新(xin)(xin)模式(shi)新(xin)(xin)產(chan)(chan)業,實現(xian)從“買進(jin)來(lai)、賣出(chu)去”到“買全(quan)(quan)國(guo)、賣全(quan)(quan)國(guo)”,再(zai)到“買全(quan)(quan)球(qiu)、賣全(quan)(quan)球(qiu)”,推(tui)動“安徽品(pin)(pin)牌”向“中(zhong)國(guo)品(pin)(pin)牌”“世界品(pin)(pin)牌”升(sheng)級,著力打造(zao)“皖貨(huo)通天(tian)下”的生(sheng)動局面;培育一(yi)批(pi)帶動力強(qiang)、在全(quan)(quan)國(guo)有重(zhong)要影響(xiang)力的電商(shang)龍頭企(qi)(qi)業和(he)(he)千軍萬(wan)馬的中(zhong)小(xiao)電商(shang)企(qi)(qi)業,造(zao)就一(yi)批(pi)現(xian)代徽商(shang),為打造(zao)創新(xin)(xin)型“三(san)個強(qiang)省”、多(duo)方面建成小(xiao)康(kang)社會(hui)(hui)提供重(zhong)要支撐。
二、發展目標
到2020年,全省(sheng)電(dian)子商務(wu)(wu)市場規(gui)模明顯擴大(da),應用水(shui)平大(da)幅提升(sheng),創新能力顯著增(zeng)強,服務(wu)(wu)體(ti)系(xi)基本健全,實現(xian)(xian)電(dian)子商務(wu)(wu)與其他產(chan)業深度融(rong)合,現(xian)(xian)代服務(wu)(wu)業比(bi)重和水(shui)平顯著提升(sheng),建成產(chan)業體(ti)系(xi)較為完整(zheng)的電(dian)子商務(wu)(wu)大(da)省(sheng)。
——電(dian)子商務產(chan)業規模跨上新臺階。到2020年(nian)(nian),全省電(dian)子商務年(nian)(nian)交(jiao)易額(e)超過1.3萬(wan)億元(yuan),年(nian)(nian)均增(zeng)長20%,網絡零售額(e)超過2500億元(yuan),年(nian)(nian)均增(zeng)長30%,農產(chan)品電(dian)子商務年(nian)(nian)交(jiao)易額(e)超過900億元(yuan),年(nian)(nian)均增(zeng)長40%。
——電(dian)(dian)(dian)(dian)子(zi)商(shang)(shang)(shang)務(wu)集聚效應明(ming)顯增強。到2020年(nian),培育一批具有行(xing)業(ye)影響力的電(dian)(dian)(dian)(dian)子(zi)商(shang)(shang)(shang)務(wu)品牌企業(ye)、專業(ye)性(xing)電(dian)(dian)(dian)(dian)子(zi)商(shang)(shang)(shang)務(wu)平臺和(he)電(dian)(dian)(dian)(dian)子(zi)商(shang)(shang)(shang)務(wu)服務(wu)企業(ye),建(jian)設(she)一批布局合(he)理、業(ye)態先進、帶動性(xing)強的電(dian)(dian)(dian)(dian)子(zi)商(shang)(shang)(shang)務(wu)產業(ye)園區。把(ba)中國(guo)(合(he)肥)跨境電(dian)(dian)(dian)(dian)子(zi)商(shang)(shang)(shang)務(wu)綜合(he)試驗區建(jian)設(she)成(cheng)為國(guo)內優良(liang)的跨境電(dian)(dian)(dian)(dian)子(zi)商(shang)(shang)(shang)務(wu)集聚區。
——電(dian)子(zi)(zi)(zi)商(shang)務應用(yong)(yong)水平進入(ru)全(quan)國前(qian)列。推動電(dian)子(zi)(zi)(zi)商(shang)務與服(fu)務業(ye)、農(nong)業(ye)、工業(ye)深度融合(he),推進電(dian)子(zi)(zi)(zi)商(shang)務進農(nong)村、進社(she)區、進企(qi)業(ye),實(shi)現縣級(ji)電(dian)子(zi)(zi)(zi)商(shang)務綜合(he)服(fu)務體系(xi)全(quan)覆(fu)(fu)蓋、社(she)區電(dian)子(zi)(zi)(zi)商(shang)務便民服(fu)務網點全(quan)覆(fu)(fu)蓋、大中型企(qi)業(ye)電(dian)子(zi)(zi)(zi)商(shang)務應用(yong)(yong)全(quan)覆(fu)(fu)蓋。
——電子(zi)商(shang)務創(chuang)新能力顯著提(ti)升。基本形成以企業為主體(ti)、科研院(yuan)所密切協(xie)作、政府引導支持(chi)(chi)的電子(zi)商(shang)務創(chuang)新體(ti)系(xi),支持(chi)(chi)組建電子(zi)商(shang)務協(xie)同創(chuang)新聯(lian)盟,建設一批電子(zi)商(shang)務研發中(zhong)心(xin)、應用(yong)促進中(zhong)心(xin)和大數據(ju)中(zhong)心(xin)。
三、重點(dian)任務
(一)著力培育電(dian)(dian)商(shang)主(zhu)體。積較引進(jin)和承接(jie)國(guo)內外知名電(dian)(dian)子(zi)商(shang)務(wu)(wu)(wu)企(qi)業來皖設(she)立總(zong)部、搭建平(ping)臺(tai)、拓展(zhan)(zhan)業務(wu)(wu)(wu)。大力培育本土電(dian)(dian)商(shang)品(pin)牌(pai)企(qi)業,支持中(zhong)小電(dian)(dian)商(shang)企(qi)業發展(zhan)(zhan)。加快發展(zhan)(zhan)文化、旅(lv)游、家電(dian)(dian)、汽車、能源(yuan)、原材(cai)料、食品(pin)、農產品(pin)、中(zhong)藥材(cai)等(deng)行業電(dian)(dian)子(zi)商(shang)務(wu)(wu)(wu)平(ping)臺(tai),積較發展(zhan)(zhan)區(qu)(qu)域性電(dian)(dian)子(zi)商(shang)務(wu)(wu)(wu)平(ping)臺(tai),支持建設(she)面(mian)向(xiang)中(zhong)小企(qi)業的“工業云”平(ping)臺(tai),創新發展(zhan)(zhan)服(fu)務(wu)(wu)(wu)領(ling)域電(dian)(dian)子(zi)商(shang)務(wu)(wu)(wu)平(ping)臺(tai)。支持創建國(guo)家電(dian)(dian)子(zi)商(shang)務(wu)(wu)(wu)示(shi)范(fan)(fan)(fan)城(cheng)市、示(shi)范(fan)(fan)(fan)基地和示(shi)范(fan)(fan)(fan)企(qi)業,認(ren)定一批省級電(dian)(dian)子(zi)商(shang)務(wu)(wu)(wu)示(shi)范(fan)(fan)(fan)縣(xian)(市、區(qu)(qu))、示(shi)范(fan)(fan)(fan)園區(qu)(qu)和示(shi)范(fan)(fan)(fan)企(qi)業,優化電(dian)(dian)子(zi)商(shang)務(wu)(wu)(wu)產業基地布局(ju),發展(zhan)(zhan)平(ping)臺(tai)集(ji)聚經濟(ji)。
(二)大力推進(jin)電(dian)(dian)(dian)(dian)商(shang)(shang)(shang)(shang)應(ying)(ying)用。深入(ru)實施“互聯(lian)網(wang)+”行(xing)(xing)動,多方面(mian)普及工(gong)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)電(dian)(dian)(dian)(dian)子(zi)商(shang)(shang)(shang)(shang)務(wu)應(ying)(ying)用,加快(kuai)建(jian)立與安徽產(chan)業(ye)(ye)(ye)特(te)色(se)相適應(ying)(ying)的(de)工(gong)業(ye)(ye)(ye)品(pin)(pin)(pin)網(wang)絡零售(shou)和分(fen)銷體系,推動產(chan)品(pin)(pin)(pin)質量和企(qi)業(ye)(ye)(ye)效(xiao)益不(bu)斷提升。加快(kuai)推進(jin)農(nong)村(cun)電(dian)(dian)(dian)(dian)子(zi)商(shang)(shang)(shang)(shang)務(wu)發(fa)(fa)展(zhan)(zhan)(zhan)(zhan),鼓(gu)(gu)勵(li)各類市場(chang)主體拓展(zhan)(zhan)(zhan)(zhan)適合(he)(he)網(wang)絡銷售(shou)的(de)農(nong)產(chan)品(pin)(pin)(pin)、農(nong)業(ye)(ye)(ye)生產(chan)資(zi)料(liao)、休閑農(nong)業(ye)(ye)(ye)等(deng)產(chan)品(pin)(pin)(pin)和服務(wu),引導(dao)電(dian)(dian)(dian)(dian)子(zi)商(shang)(shang)(shang)(shang)務(wu)企(qi)業(ye)(ye)(ye)與新型農(nong)業(ye)(ye)(ye)經營主體、農(nong)產(chan)品(pin)(pin)(pin)批發(fa)(fa)市場(chang)、連鎖超市等(deng)建(jian)立多種形式的(de)聯(lian)營協作關系,拓寬(kuan)農(nong)產(chan)品(pin)(pin)(pin)進(jin)城(cheng)渠道(dao),鼓(gu)(gu)勵(li)電(dian)(dian)(dian)(dian)子(zi)商(shang)(shang)(shang)(shang)務(wu)企(qi)業(ye)(ye)(ye)拓展(zhan)(zhan)(zhan)(zhan)農(nong)村(cun)消費市場(chang),形成(cheng)農(nong)產(chan)品(pin)(pin)(pin)進(jin)城(cheng)與農(nong)資(zi)和消費品(pin)(pin)(pin)下鄉雙向流通格局,培育(yu)(yu)發(fa)(fa)展(zhan)(zhan)(zhan)(zhan)一批電(dian)(dian)(dian)(dian)子(zi)商(shang)(shang)(shang)(shang)務(wu)特(te)色(se)小鎮(zhen)和“電(dian)(dian)(dian)(dian)商(shang)(shang)(shang)(shang)村(cun)”。引導(dao)傳統服務(wu)型企(qi)業(ye)(ye)(ye)發(fa)(fa)展(zhan)(zhan)(zhan)(zhan)電(dian)(dian)(dian)(dian)子(zi)商(shang)(shang)(shang)(shang)務(wu),開(kai)展(zhan)(zhan)(zhan)(zhan)線上線下互動,鼓(gu)(gu)勵(li)拓展(zhan)(zhan)(zhan)(zhan)智能消費和綠色(se)消費,創新發(fa)(fa)展(zhan)(zhan)(zhan)(zhan)旅游、住(zhu)宿餐飲、家(jia)政、衛生、健康、養老等(deng)生活性服務(wu)業(ye)(ye)(ye)電(dian)(dian)(dian)(dian)子(zi)商(shang)(shang)(shang)(shang)務(wu),推進(jin)出版(ban)、發(fa)(fa)行(xing)(xing)、廣播影視(shi)、文學、藝(yi)術、音樂、教育(yu)(yu)培訓、演(yan)藝(yi)、動漫等(deng)重(zhong)點文化(hua)服務(wu)和工(gong)藝(yi)美術、文化(hua)用品(pin)(pin)(pin)等(deng)重(zhong)點文化(hua)產(chan)品(pin)(pin)(pin)領(ling)(ling)域的(de)電(dian)(dian)(dian)(dian)子(zi)商(shang)(shang)(shang)(shang)務(wu)。推動政府(fu)采購領(ling)(ling)域應(ying)(ying)用電(dian)(dian)(dian)(dian)子(zi)商(shang)(shang)(shang)(shang)務(wu)。促進(jin)跨(kua)境電(dian)(dian)(dian)(dian)子(zi)商(shang)(shang)(shang)(shang)務(wu)發(fa)(fa)展(zhan)(zhan)(zhan)(zhan),鼓(gu)(gu)勵(li)企(qi)業(ye)(ye)(ye)利用電(dian)(dian)(dian)(dian)子(zi)商(shang)(shang)(shang)(shang)務(wu)開(kai)展(zhan)(zhan)(zhan)(zhan)對外(wai)貿(mao)易,推動中國(合(he)(he)肥)跨(kua)境電(dian)(dian)(dian)(dian)子(zi)商(shang)(shang)(shang)(shang)務(wu)綜(zong)合(he)(he)試驗區建(jian)設,鼓(gu)(gu)勵(li)政策創新和體制(zhi)(zhi)機制(zhi)(zhi)創新,盡(jin)快(kuai)形成(cheng)可復(fu)制(zhi)(zhi)的(de)經驗并(bing)在全省范圍推廣。
(三(san))加(jia)快(kuai)(kuai)完(wan)善基礎設(she)(she)施(shi)。整(zheng)合各類(lei)資(zi)源,實現共(gong)建(jian)共(gong)享。統籌(chou)城(cheng)鄉網絡(luo)基礎設(she)(she)施(shi)建(jian)設(she)(she),深入推進(jin)“寬帶安徽”建(jian)設(she)(she),擴大城(cheng)鄉網絡(luo)覆蓋面。開(kai)展(zhan)(zhan)(zhan)信(xin)息進(jin)村(cun)入戶(hu)試點(dian)(dian),加(jia)快(kuai)(kuai)農業(ye)信(xin)息化建(jian)設(she)(she)。統籌(chou)互(hu)聯(lian)網數據(ju)中(zhong)(zhong)心(xin)(xin)(xin)、公共(gong)信(xin)息服(fu)務中(zhong)(zhong)心(xin)(xin)(xin)等(deng)(deng)云計算設(she)(she)施(shi)建(jian)設(she)(she),支持發展(zhan)(zhan)(zhan)大數據(ju)分析處理技術(shu)。統籌(chou)電子商務物(wu)流(liu)(liu)、配(pei)送倉(cang)儲(chu)等(deng)(deng)公共(gong)設(she)(she)施(shi)建(jian)設(she)(she),加(jia)快(kuai)(kuai)分撥中(zhong)(zhong)心(xin)(xin)(xin)、配(pei)送中(zhong)(zhong)心(xin)(xin)(xin)和(he)(he)末端網點(dian)(dian)建(jian)設(she)(she),積較(jiao)發展(zhan)(zhan)(zhan)產地(di)冷凍運輸、冷庫倉(cang)儲(chu)和(he)(he)定制配(pei)送等(deng)(deng)冷鏈(lian)物(wu)流(liu)(liu)。推動電子商務與物(wu)流(liu)(liu)快(kuai)(kuai)遞協同發展(zhan)(zhan)(zhan),合理規(gui)劃(hua)物(wu)流(liu)(liu)(快(kuai)(kuai)遞)配(pei)送車輛通(tong)行路線和(he)(he)貨物(wu)裝卸搬運地(di)點(dian)(dian),推動城(cheng)市配(pei)送車輛標準(zhun)化、專業(ye)化發展(zhan)(zhan)(zhan),鼓(gu)勵郵政企(qi)業(ye)等(deng)(deng)各類(lei)市場(chang)主體整(zheng)合農村(cun)物(wu)流(liu)(liu)資(zi)源,建(jian)設(she)(she)改造農村(cun)物(wu)流(liu)(liu)公共(gong)服(fu)務中(zhong)(zhong)心(xin)(xin)(xin)和(he)(he)村(cun)級網點(dian)(dian)。加(jia)快(kuai)(kuai)發展(zhan)(zhan)(zhan)國際(ji)(ji)物(wu)流(liu)(liu)和(he)(he)保稅物(wu)流(liu)(liu),支持新開(kai)通(tong)國際(ji)(ji)貨運航線,支持優勢電商物(wu)流(liu)(liu)企(qi)業(ye)加(jia)強聯(lian)合,在條件成熟(shu)的(de)國家(jia)和(he)(he)地(di)區建(jian)立海外物(wu)流(liu)(liu)基地(di)和(he)(he)倉(cang)配(pei)中(zhong)(zhong)心(xin)(xin)(xin),提供一站式倉(cang)儲(chu)配(pei)送服(fu)務。
(四(si))加(jia)快構建(jian)(jian)(jian)服(fu)(fu)務(wu)(wu)(wu)體(ti)系(xi)。加(jia)強電(dian)(dian)(dian)子商(shang)務(wu)(wu)(wu)政(zheng)務(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu),推進(jin)省、市、縣三級電(dian)(dian)(dian)子商(shang)務(wu)(wu)(wu)公(gong)共服(fu)(fu)務(wu)(wu)(wu)體(ti)系(xi)建(jian)(jian)(jian)設(she)(she),將電(dian)(dian)(dian)子商(shang)務(wu)(wu)(wu)公(gong)共服(fu)(fu)務(wu)(wu)(wu)納入政(zheng)府購買(mai)服(fu)(fu)務(wu)(wu)(wu)范圍。大力發展網店建(jian)(jian)(jian)設(she)(she)、營銷推廣、售后服(fu)(fu)務(wu)(wu)(wu)、代運營等電(dian)(dian)(dian)子商(shang)務(wu)(wu)(wu)服(fu)(fu)務(wu)(wu)(wu)業(ye)。大力發展消(xiao)費金(jin)(jin)融業(ye)態,規范發展互聯網金(jin)(jin)融。支(zhi)持(chi)建(jian)(jian)(jian)立(li)具有安徽特(te)色的電(dian)(dian)(dian)子商(shang)務(wu)(wu)(wu)地(di)方標準(zhun)體(ti)系(xi)。積較發展檢(jian)(jian)驗(yan)檢(jian)(jian)測(ce)認(ren)證等中介服(fu)(fu)務(wu)(wu)(wu),建(jian)(jian)(jian)立(li)跨境(jing)電(dian)(dian)(dian)子商(shang)務(wu)(wu)(wu)風險監控和質量追溯(su)體(ti)系(xi)。推進(jin)跨境(jing)電(dian)(dian)(dian)子商(shang)務(wu)(wu)(wu)通(tong)關、檢(jian)(jian)驗(yan)檢(jian)(jian)疫、結匯、繳退稅等關鍵環節“單一窗口”綜合服(fu)(fu)務(wu)(wu)(wu)體(ti)系(xi)建(jian)(jian)(jian)設(she)(she),提高通(tong)關效(xiao)率。
(五)促(cu)進電(dian)商(shang)(shang)(shang)(shang)(shang)創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)業。推進電(dian)子商(shang)(shang)(shang)(shang)(shang)務(wu)(wu)技術應用(yong)創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新、商(shang)(shang)(shang)(shang)(shang)業模式(shi)創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新和(he)產品服(fu)務(wu)(wu)創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新,積較開發(fa)虛擬(ni)現實、現實增(zeng)強(qiang)等(deng)人工(gong)智能新技術新服(fu)務(wu)(wu),鼓勵發(fa)展(zhan)(zhan)移(yi)動端電(dian)商(shang)(shang)(shang)(shang)(shang)、個性(xing)化定(ding)制、體驗式(shi)營(ying)銷(xiao)(xiao)等(deng)新模式(shi)。鼓勵包容(rong)企業利用(yong)互聯網平臺拓展(zhan)(zhan)產品和(he)服(fu)務(wu)(wu)消費(fei)新空間(jian)新領域,發(fa)展(zhan)(zhan)分(fen)享經(jing)(jing)濟、協同(tong)經(jing)(jing)濟新模式(shi),擴大(da)(da)社會(hui)靈活就業。規劃建設一批電(dian)子商(shang)(shang)(shang)(shang)(shang)務(wu)(wu)眾創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)空間(jian)和(he)創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)業基地,加大(da)(da)電(dian)子商(shang)(shang)(shang)(shang)(shang)務(wu)(wu)創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)業支持(chi)力度,鼓勵支持(chi)大(da)(da)中(zhong)專畢業生、大(da)(da)學(xue)生村(cun)官、農(nong)村(cun)青年等(deng)開展(zhan)(zhan)電(dian)商(shang)(shang)(shang)(shang)(shang)創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)業,培育一批“新徽商(shang)(shang)(shang)(shang)(shang)”、智慧(hui)徽商(shang)(shang)(shang)(shang)(shang)。充分(fen)發(fa)揮(hui)電(dian)商(shang)(shang)(shang)(shang)(shang)在扶(fu)貧(pin)中(zhong)的作用(yong),在貧(pin)困地區、革(ge)命老(lao)區和(he)民族聚(ju)居(ju)區開展(zhan)(zhan)電(dian)商(shang)(shang)(shang)(shang)(shang)精準扶(fu)貧(pin),推動當地農(nong)產品網上銷(xiao)(xiao)售。
四、政策支持
(一(yi))加大(da)財政(zheng)支持(chi)(chi)(chi)。按照“渠道(dao)不亂、合力推進(jin)”的(de)原(yuan)則,統(tong)籌整合發展(zhan)改革、科技(ji)、經濟和信息化、農(nong)業(ye)、商(shang)(shang)務(wu)(wu)、旅游(you)、供銷(xiao)等有(you)關方面的(de)專項(xiang)資(zi)金,設立省級(ji)促(cu)進(jin)電(dian)子(zi)商(shang)(shang)務(wu)(wu)發展(zhan)專項(xiang)資(zi)金,重(zhong)點(dian)支持(chi)(chi)(chi)電(dian)商(shang)(shang)主體培育、電(dian)商(shang)(shang)公共服(fu)務(wu)(wu)平(ping)臺、電(dian)子(zi)商(shang)(shang)務(wu)(wu)人才培訓、安徽(hui)企業(ye)聯(lian)合開展(zhan)網絡促(cu)銷(xiao)活(huo)動等。充分發揮省產業(ye)發展(zhan)基金作(zuo)用,加大(da)對(dui)電(dian)子(zi)商(shang)(shang)務(wu)(wu)項(xiang)目(mu)的(de)支持(chi)(chi)(chi)力度。鼓勵支持(chi)(chi)(chi)有(you)條件的(de)縣(市)申(shen)創國家(jia)電(dian)子(zi)商(shang)(shang)務(wu)(wu)進(jin)農(nong)村(cun)綜合示范、省級(ji)農(nong)村(cun)商(shang)(shang)品流通(tong)服(fu)務(wu)(wu)體系試點(dian),并給予資(zi)金扶持(chi)(chi)(chi)。
(二)落(luo)實(shi)稅(shui)(shui)收政(zheng)策。認真(zhen)落(luo)實(shi)國家(jia)鼓勵電(dian)子(zi)(zi)商務發展的各項政(zheng)策措施。支(zhi)持電(dian)子(zi)(zi)商務企(qi)業(ye)申請高新技(ji)術(shu)企(qi)業(ye)或技(ji)術(shu)先進型服務企(qi)業(ye)認定,按(an)國家(jia)現行稅(shui)(shui)收政(zheng)策規定享受(shou)有(you)關稅(shui)(shui)收優(you)惠。小(xiao)微企(qi)業(ye)依(yi)法享受(shou)稅(shui)(shui)收優(you)惠政(zheng)策。
(三)加大(da)用地(di)(di)支持。在城(cheng)鄉規劃中合理規劃布局電(dian)子商務產(chan)業用地(di)(di)。在不改(gai)變用地(di)(di)主體、規劃條(tiao)件的前提下,各(ge)類市場主體利(li)用存(cun)量(liang)房產(chan)、土(tu)地(di)(di)資源發(fa)展線(xian)上線(xian)下互動業務的,可在5年內保持土(tu)地(di)(di)原用途(tu)、權利(li)類型不變,5年期滿(man)后確需(xu)辦理變更(geng)手(shou)續(xu)的,按(an)有關規定辦理。
(四)加大金融支持。鼓勵商(shang)(shang)業(ye)銀行、商(shang)(shang)業(ye)保(bao)(bao)理機(ji)構、電子(zi)商(shang)(shang)務(wu)企(qi)業(ye)開展(zhan)供(gong)應鏈金融、商(shang)(shang)業(ye)保(bao)(bao)理服務(wu),進一步拓展(zhan)電子(zi)商(shang)(shang)務(wu)企(qi)業(ye)融資渠道。支持政策性擔保(bao)(bao)機(ji)構服務(wu)電商(shang)(shang)企(qi)業(ye)。鼓勵電子(zi)商(shang)(shang)務(wu)企(qi)業(ye)以各種方式引入風險投資、戰略(lve)投資,發行中小微企(qi)業(ye)債券(quan),支持企(qi)業(ye)做(zuo)大做(zuo)強。
五、保護措施(shi)
(一(yi))加強組織(zhi)領(ling)(ling)(ling)導(dao)(dao)。成立(li)以省(sheng)委、省(sheng)政府負(fu)責同志為(wei)組長(chang)的(de)推進(jin)“電(dian)(dian)(dian)商(shang)(shang)安徽”建(jian)(jian)設(she)領(ling)(ling)(ling)導(dao)(dao)小組,領(ling)(ling)(ling)導(dao)(dao)小組辦(ban)公室設(she)在省(sheng)商(shang)(shang)務(wu)(wu)(wu)廳(ting),具體(ti)承擔落實(shi)領(ling)(ling)(ling)導(dao)(dao)小組議定的(de)各(ge)(ge)項(xiang)任務(wu)(wu)(wu)和(he)日常(chang)協調(diao)服(fu)務(wu)(wu)(wu)。各(ge)(ge)市、縣(市、區(qu))要比照成立(li)相應(ying)(ying)領(ling)(ling)(ling)導(dao)(dao)機(ji)構(gou),建(jian)(jian)立(li)與(yu)電(dian)(dian)(dian)子(zi)商(shang)(shang)務(wu)(wu)(wu)發展(zhan)需要相適應(ying)(ying)的(de)管理體(ti)制(zhi)和(he)服(fu)務(wu)(wu)(wu)機(ji)制(zhi)。健全電(dian)(dian)(dian)子(zi)商(shang)(shang)務(wu)(wu)(wu)統(tong)計監測體(ti)系和(he)評價考核機(ji)制(zhi)。建(jian)(jian)立(li)省(sheng)級(ji)電(dian)(dian)(dian)子(zi)商(shang)(shang)務(wu)(wu)(wu)綜合服(fu)務(wu)(wu)(wu)平臺(tai)(tai),整(zheng)合現有各(ge)(ge)類(lei)資(zi)源(yuan),為(wei)發展(zhan)電(dian)(dian)(dian)子(zi)商(shang)(shang)務(wu)(wu)(wu)提供理論研究(jiu)、數據分(fen)析、平臺(tai)(tai)搭建(jian)(jian)、項(xiang)目(mu)咨詢、資(zi)本對接等相關服(fu)務(wu)(wu)(wu)。編制(zhi)電(dian)(dian)(dian)子(zi)商(shang)(shang)務(wu)(wu)(wu)發展(zhan)規劃(hua),引導(dao)(dao)各(ge)(ge)類(lei)電(dian)(dian)(dian)子(zi)商(shang)(shang)務(wu)(wu)(wu)業態和(he)功(gong)能聚(ju)集(ji),推動全省(sheng)電(dian)(dian)(dian)子(zi)商(shang)(shang)務(wu)(wu)(wu)產業統(tong)籌協調(diao)、錯位發展(zhan)。建(jian)(jian)立(li)電(dian)(dian)(dian)子(zi)商(shang)(shang)務(wu)(wu)(wu)重點項(xiang)目(mu)庫,每年排出(chu)并實(shi)施一(yi)批(pi)重點項(xiang)目(mu)。
(二)強化(hua)人才(cai)(cai)(cai)支撐。將(jiang)電(dian)(dian)子商(shang)(shang)(shang)務納入領導干部及公務員培(pei)(pei)(pei)訓(xun)(xun)內容,提升各(ge)級黨(dang)委、政府推動(dong)電(dian)(dian)子商(shang)(shang)(shang)務發展(zhan)的水平。把電(dian)(dian)子商(shang)(shang)(shang)務人才(cai)(cai)(cai)納入我省(sheng)緊缺急需人才(cai)(cai)(cai)目(mu)錄,依托各(ge)類人才(cai)(cai)(cai)工程(cheng)和項目(mu),加(jia)快(kuai)引進、集聚一(yi)批(pi)高(gao)(gao)層次(ci)電(dian)(dian)子商(shang)(shang)(shang)務人才(cai)(cai)(cai)。支持建(jian)設安徽省(sheng)電(dian)(dian)子商(shang)(shang)(shang)務人才(cai)(cai)(cai)繼續教育基地。引導高(gao)(gao)等(deng)院校加(jia)強電(dian)(dian)子商(shang)(shang)(shang)務專業建(jian)設,進一(yi)步完善產學(xue)研用合作機(ji)制。創新電(dian)(dian)子商(shang)(shang)(shang)務人才(cai)(cai)(cai)培(pei)(pei)(pei)養方式,探索實訓(xun)(xun)式電(dian)(dian)子商(shang)(shang)(shang)務人才(cai)(cai)(cai)培(pei)(pei)(pei)養與培(pei)(pei)(pei)訓(xun)(xun)機(ji)制。
(三)推動規范(fan)發展(zhan)。推進網絡誠(cheng)信體系(xi)建設(she),建立健全電(dian)子(zi)商務領域(yu)失信行為聯合(he)(he)懲(cheng)戒機制。建立政府(fu)和(he)企業網絡安全信息共享機制。加(jia)強電(dian)子(zi)商務市場(chang)監管,充分利用電(dian)子(zi)商務平臺大數據開(kai)展(zhan)綜合(he)(he)執(zhi)法,加(jia)強消費者權益(yi)保(bao)護,加(jia)大對侵權假(jia)冒、無證無照經(jing)營、虛假(jia)交易等行為的打擊力(li)度。
(四)注重(zhong)宣傳引導。通過各(ge)類(lei)(lei)媒體加強宣傳,提升我(wo)省特色產品和(he)網絡品牌知名度。總(zong)結宣傳推廣(guang)各(ge)地(di)發(fa)展(zhan)電子(zi)商(shang)(shang)務(wu)的成(cheng)功經驗,提高我(wo)省電子(zi)商(shang)(shang)務(wu)發(fa)展(zhan)的影響(xiang)力。舉辦全(quan)(quan)省電子(zi)商(shang)(shang)務(wu)專(zhuan)題(ti)活動,開展(zhan)各(ge)類(lei)(lei)主(zhu)題(ti)論壇(tan)、專(zhuan)題(ti)培訓、創新(xin)創意創業比(bi)賽、經驗交(jiao)流等活動,強化各(ge)級發(fa)展(zhan)電子(zi)商(shang)(shang)務(wu)和(he)全(quan)(quan)民(min)利用電子(zi)商(shang)(shang)務(wu)的意識。
(五(wu))營(ying)造(zao)良好環境。堅持(chi)(chi)市(shi)場(chang)(chang)主導(dao)、政(zheng)府引導(dao),大力推進電子(zi)(zi)商(shang)務(wu)政(zheng)策、模式(shi)、管理和服(fu)務(wu)創(chuang)新。多方面清理電子(zi)(zi)商(shang)務(wu)領(ling)域前置審批事項,降低電子(zi)(zi)商(shang)務(wu)領(ling)域準入門(men)檻。為中小企業應用(yong)互聯網創(chuang)業創(chuang)新提供集群注冊(ce)、辦公場(chang)(chang)地(di)、基礎通信、運營(ying)指導(dao)、人(ren)才培(pei)訓、渠道推廣、信貸融資等軟(ruan)硬件(jian)一體化(hua)支(zhi)撐服(fu)務(wu)。支(zhi)持(chi)(chi)發展電子(zi)(zi)商(shang)務(wu)行業組(zu)織,發揮(hui)行業服(fu)務(wu)和自律作用(yong)。
各地、各有關部門要(yao)認(ren)真(zhen)落實本意見提出的(de)各項(xiang)任(ren)務,結合實際研(yan)究(jiu)制定(ding)具(ju)體實施方案,明確分工,落實責(ze)任(ren)。省商務廳要(yao)會同相(xiang)關單位加強指導與協(xie)調,確認(ren)各項(xiang)措施落實到位。
