安徽(hui)省級實驗室體系(xi)重組行動(dong)實施方案(試行(xing)) 

安(an)徽(hui)省(sheng)級(ji)實(shi)驗(yan)(yan)(yan)室(shi)(shi)體系(xi)包含省(sheng)實(shi)驗(yan)(yan)(yan)室(shi)(shi)和(he)(he)省(sheng)重(zhong)點(dian)實(shi)驗(yan)(yan)(yan)室(shi)(shi),是我(wo)(wo)省(sheng)科技(ji)(ji)(ji)創(chuang)(chuang)新平臺體系(xi)的(de)(de)重(zhong)要(yao)組成部(bu)分(fen)。經過多(duo)年的(de)(de)發(fa)(fa)(fa)展,已成為我(wo)(wo)省(sheng)培(pei)育戰略科技(ji)(ji)(ji)力(li)(li)量、匯聚創(chuang)(chuang)新人才、推動學科發(fa)(fa)(fa)展、產(chan)出重(zhong)大創(chuang)(chuang)新成果的(de)(de)重(zhong)要(yao)支撐和(he)(he)載體,但(dan)與新形勢下創(chuang)(chuang)新平臺高質量發(fa)(fa)(fa)展的(de)(de)要(yao)求比,還存在學科和(he)(he)領域布局不(bu)適(shi)應發(fa)(fa)(fa)展需(xu)求,原始創(chuang)(chuang)新和(he)(he)產(chan)學研融通發(fa)(fa)(fa)展能力(li)(li)不(bu)強等問題(ti)(ti)。針對(dui)目前存在的(de)(de)問題(ti)(ti),按照國家重(zhong)點(dian)實(shi)驗(yan)(yan)(yan)室(shi)(shi)重(zhong)組精神和(he)(he)重(zhong)塑(su)我(wo)(wo)省(sheng)科技(ji)(ji)(ji)創(chuang)(chuang)新平臺體系(xi)要(yao)求,擬重(zhong)組優化安(an)徽(hui)省(sheng)級(ji)實(shi)驗(yan)(yan)(yan)室(shi)(shi)體系(xi),進一步明晰實(shi)驗(yan)(yan)(yan)室(shi)(shi)定(ding)位,切實(shi)發(fa)(fa)(fa)揮實(shi)驗(yan)(yan)(yan)室(shi)(shi)作用,更好地(di)支撐引領我(wo)(wo)省(sheng)科技(ji)(ji)(ji)創(chuang)(chuang)新特別是原始創(chuang)(chuang)新發(fa)(fa)(fa)展。現結合實(shi)際制(zhi)定(ding)本方案。

一、總體要求(qiu)

以(yi)習近平新時代中國(guo)特色(se)社會主(zhu)義思想為指導,全面貫(guan)徹黨的二十(shi)大精神,深入實(shi)施創新驅動(dong)發(fa)展戰(zhan)略(lve),以(yi)服(fu)務國(guo)家(jia)戰(zhan)略(lve)需求和(he)(he)科(ke)技(ji)強省(sheng)(sheng)建設為牽引(yin),以(yi)產業鏈創新鏈資金鏈人(ren)才鏈深度(du)融(rong)(rong)合(he)(he)為主(zhu)線,以(yi)基(ji)礎研究(jiu)和(he)(he)應用(yong)基(ji)礎研究(jiu)、技(ji)術創新和(he)(he)成果轉化產業化融(rong)(rong)通(tong)發(fa)展為目(mu)標,加強頂層(ceng)設計、統籌規劃布局、整合(he)(he)集聚資源、創新體制(zhi)機制(zhi),系(xi)統構(gou)建以(yi)省(sheng)(sheng)實(shi)驗(yan)室為核心、省(sheng)(sheng)重(zhong)點實(shi)驗(yan)室為支撐,目(mu)標明(ming)(ming)確、布局合(he)(he)理、特色(se)鮮明(ming)(ming)、優勢(shi)顯著的省(sheng)(sheng)級實(shi)驗(yan)室體系(xi),加強有組織科(ke)研攻關,為國(guo)家(jia)高(gao)水(shui)平科(ke)技(ji)自立自強作貢獻(xian),為安徽高(gao)質量跨越(yue)式(shi)發(fa)展增(zeng)動(dong)能。

二、基本原則

統籌(chou)規(gui)(gui)劃(hua),分步推(tui)進。加強頂(ding)層(ceng)規(gui)(gui)劃(hua)設計,推(tui)進資(zi)源優(you)化(hua)整合,避(bi)免布局(ju)交叉重復(fu),分類別、分領域、分批次推(tui)進重組(zu)。選(xuan)擇(ze)部(bu)分單位先行開展重組(zu),總結經驗逐(zhu)步推(tui)開。

需求導向(xiang),突出(chu)能(neng)力(li)。圍繞國家戰略和(he)(he)我省發(fa)展(zhan)重(zhong)大(da)需求,堅持任務導向(xiang),積極支持實(shi)驗室承(cheng)(cheng)擔國家和(he)(he)省重(zhong)大(da)科(ke)技(ji)任務,強化提出(chu)和(he)(he)組織承(cheng)(cheng)擔重(zhong)大(da)科(ke)技(ji)任務的能(neng)力(li)和(he)(he)機制,實(shi)現(xian)我省基礎(chu)和(he)(he)應(ying)用基礎(chu)研究從有高峰到筑高原的躍升(sheng)。

企(qi)校聯合(he),科(ke)(ke)產融(rong)通。強化(hua)企(qi)業(ye)科(ke)(ke)技創新主體(ti)地(di)位,擴大以企(qi)業(ye)為主體(ti)組建實(shi)驗室比(bi)例,鼓勵企(qi)業(ye)與高校、科(ke)(ke)研(yan)(yan)院所聯合(he)共建實(shi)驗室,引導企(qi)業(ye)加大研(yan)(yan)發投入,牽頭開展基礎(chu)研(yan)(yan)究(jiu)(jiu)和應用基礎(chu)研(yan)(yan)究(jiu)(jiu),促進產學(xue)研(yan)(yan)深度融(rong)合(he)。

績效導(dao)向,完(wan)善機(ji)制(zhi)(zhi)。完(wan)善與省級(ji)實(shi)驗室目標定(ding)位相一致(zhi)的(de)運行管理體(ti)制(zhi)(zhi)機(ji)制(zhi)(zhi),建立以(yi)創(chuang)新價(jia)值、能力(li)、貢獻(xian)為導(dao)向的(de)績效評價(jia)體(ti)系(xi),形成優勝劣汰的(de)動態調整機(ji)制(zhi)(zhi)。

三、重組目標

力(li)爭(zheng)通過3年時間(jian),基本完成省(sheng)級實(shi)(shi)驗(yan)(yan)室(shi)(shi)體系重(zhong)組優(you)(you)化任務。到2025年,面(mian)向我省(sheng)科(ke)技(ji)創(chuang)(chuang)新發展“336614”重(zhong)點(dian)領(ling)(ling)域(yu)(yu)(3大科(ke)創(chuang)(chuang)引領(ling)(ling)高地(di)、3大戰略(lve)優(you)(you)勢領(ling)(ling)域(yu)(yu)、6大基礎引領(ling)(ling)領(ling)(ling)域(yu)(yu)、6大應用倒逼領(ling)(ling)域(yu)(yu)和14個產業關鍵(jian)核心技(ji)術攻關領(ling)(ling)域(yu)(yu)),布局建設(重(zhong)組)省(sheng)實(shi)(shi)驗(yan)(yan)室(shi)(shi)10家左右(you)、省(sheng)重(zhong)點(dian)實(shi)(shi)驗(yan)(yan)室(shi)(shi)300家左右(you)(其中聯合共(gong)建學科(ke)重(zhong)點(dian)實(shi)(shi)驗(yan)(yan)室(shi)(shi)100家左右(you)),建立(li)健全“核心平(ping)臺+創(chuang)(chuang)新網絡+任務協(xie)同+人才支撐”的(de)實(shi)(shi)驗(yan)(yan)室(shi)(shi)創(chuang)(chuang)新生(sheng)態架構(gou),全面(mian)提升戰略(lve)性、前(qian)瞻性、基礎性、綜合性研究(jiu)能力(li),集聚一(yi)批(pi)(pi)(pi)科(ke)技(ji)領(ling)(ling)軍人才和團隊,突破一(yi)批(pi)(pi)(pi)基礎前(qian)沿(yan)科(ke)學問(wen)題和關鍵(jian)核心技(ji)術,形成一(yi)批(pi)(pi)(pi)領(ling)(ling)跑并跑的(de)高水平(ping)、標志性、引領(ling)(ling)性重(zhong)大科(ke)技(ji)成果。

四、重組任(ren)務

(一)科(ke)學布局建設(she)省實驗室

1. 明晰(xi)定位使命(ming)。省(sheng)實(shi)(shi)驗(yan)(yan)室是(shi)面向(xiang)國(guo)家(jia)戰(zhan)略和安徽(hui)發展(zhan)重(zhong)大(da)需求,有組織(zhi)開(kai)(kai)展(zhan)基(ji)礎(chu)(chu)研(yan)究(jiu)(jiu)和應用基(ji)礎(chu)(chu)研(yan)究(jiu)(jiu),突破重(zhong)大(da)原始創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)(xin)、關鍵核(he)心(xin)技(ji)術,凝聚培養優秀創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)(xin)人才,開(kai)(kai)展(zhan)高(gao)水平創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)(xin)合作(zuo),實(shi)(shi)現科(ke)(ke)技(ji)創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)(xin)和產業(ye)創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)(xin)對接融(rong)通,在省(sheng)內外具有顯著特色優勢和影響力(li)的綜合性(xing)、交叉性(xing)、引領(ling)性(xing)重(zhong)大(da)科(ke)(ke)技(ji)創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)(xin)基(ji)地(di),是(shi)省(sheng)級(ji)最高(gao)層次的科(ke)(ke)學與工程(cheng)研(yan)究(jiu)(jiu)類科(ke)(ke)技(ji)創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)(xin)平臺。省(sheng)實(shi)(shi)驗(yan)(yan)室是(shi)爭創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)國(guo)家(jia)實(shi)(shi)驗(yan)(yan)室(基(ji)地(di))、全(quan)國(guo)重(zhong)點(dian)實(shi)(shi)驗(yan)(yan)室等國(guo)家(jia)級(ji)創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)(xin)平臺的戰(zhan)略后備力(li)量,與國(guo)家(jia)級(ji)創(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)(xin)平臺形成有效聯動。

2. 優(you)化領域布局(ju)。突出需(xu)求(qiu)導向(xiang)、任務導向(xiang),堅持自上(shang)而下、上(shang)下結合統籌謀劃(hua)設(she)計,聚焦(jiao)我省科技(ji)創新(xin)“336614”重點領域和科大硅谷等重點區(qu)域,圍(wei)繞國家戰略(lve)需(xu)求(qiu)和我省經濟社會(hui)發(fa)展重大需(xu)求(qiu)布局(ju)建設(she)省實(shi)驗室。

3. 創新(xin)組(zu)(zu)建模式。采取省(sheng)(sheng)(sheng)市聯動、部門協同、以(yi)市和(he)組(zu)(zu)建單位(wei)為(wei)主,財政資金、社(she)會資金、市場基(ji)金等多(duo)元化(hua)投入方式,按(an)照“成熟一(yi)個、組(zu)(zu)建一(yi)個”的(de)原則(ze),打(da)造省(sheng)(sheng)(sheng)實(shi)(shi)驗(yan)(yan)室(shi)升級版(ban)。支持我省(sheng)(sheng)(sheng)優勢(shi)高(gao)校(xiao)院所、領軍(jun)企業牽頭,由戰(zhan)略科學家領銜,圍繞(rao)產(chan)業鏈(lian)創新(xin)鏈(lian)整合集聚高(gao)端創新(xin)資源和(he)優勢(shi)科研力量共建省(sheng)(sheng)(sheng)實(shi)(shi)驗(yan)(yan)室(shi);支持引進集聚國內(nei)外名(ming)校(xiao)名(ming)院名(ming)所名(ming)企等共建省(sheng)(sheng)(sheng)實(shi)(shi)驗(yan)(yan)室(shi)。新(xin)布局建設的(de)省(sheng)(sheng)(sheng)實(shi)(shi)驗(yan)(yan)室(shi)按(an)照新(xin)型科研實(shi)(shi)體管理運(yun)行,注冊為(wei)獨立(li)法人(ren),或(huo)為(wei)依托(tuo)單位(wei)二級獨立(li)機(ji)構,具(ju)有獨立(li)場地、設備和(he)人(ren)員,實(shi)(shi)行實(shi)(shi)體化(hua)運(yun)行。

(二)重(zhong)組優(you)化省重(zhong)點(dian)實驗室

1. 明晰定(ding)位使命。省(sheng)(sheng)重點(dian)(dian)實驗室(shi)是面向(xiang)學(xue)(xue)科(ke)前沿(yan)和(he)我省(sheng)(sheng)經濟社會發展(zhan)(zhan)需(xu)求(qiu),突出基(ji)礎(chu)科(ke)學(xue)(xue)、工程科(ke)學(xue)(xue)和(he)學(xue)(xue)科(ke)前沿(yan)交叉發展(zhan)(zhan)細分領(ling)域,主(zhu)要開(kai)展(zhan)(zhan)基(ji)礎(chu)研(yan)(yan)究、應用(yong)基(ji)礎(chu)研(yan)(yan)究與(yu)(yu)關鍵共性技術(shu)攻(gong)關,聚集(ji)培(pei)養優秀人才,開(kai)展(zhan)(zhan)對外科(ke)技合(he)作與(yu)(yu)學(xue)(xue)術(shu)交流的(de)科(ke)學(xue)(xue)與(yu)(yu)工程研(yan)(yan)究類(lei)(lei)創(chuang)新平(ping)臺骨干力量(liang),是培(pei)育全(quan)國(guo)重點(dian)(dian)實驗室(shi)、省(sheng)(sheng)實驗室(shi)的(de)后(hou)備力量(liang),與(yu)(yu)省(sheng)(sheng)實驗室(shi)共同構成梯(ti)次(ci)布局的(de)省(sheng)(sheng)級(ji)實驗室(shi)體(ti)系(xi)。分為高校(xiao)院(yuan)所類(lei)(lei)、企業類(lei)(lei)、聯合(he)共建類(lei)(lei)三個類(lei)(lei)別(bie)。

高校(xiao)院(yuan)所類:依托在皖高校(xiao)、科研(yan)院(yuan)所等建(jian)設(she)(she),以(yi)服務國家和地方高質量發(fa)展需求為導(dao)向,在基(ji)礎(chu)、前沿、新(xin)興、交(jiao)叉、特色學(xue)科領(ling)域布局建(jian)設(she)(she),開展基(ji)礎(chu)研(yan)究、應用基(ji)礎(chu)研(yan)究和前沿科技研(yan)究,集聚高層次人才(cai),建(jian)設(she)(she)高水(shui)平學(xue)科。

企(qi)(qi)業類:依托在皖科技領軍企(qi)(qi)業、骨干企(qi)(qi)業等建設,圍繞我省十大新興產業、傳統優勢產業和未來產業發展重大科技問題,開展應用(yong)基礎研究(jiu)、關鍵(jian)共性(xing)技術攻(gong)關和成果轉化產業化,輻射帶(dai)動我省產業創(chuang)新能力提升(sheng)。

聯合共(gong)建類:以高(gao)新(xin)技術(shu)(shu)(shu)企(qi)業、科技型(xing)(xing)中小企(qi)業等為主體,與具(ju)有應(ying)用型(xing)(xing)優勢特色(se)的在皖高(gao)校院所(suo)(suo)聯合共(gong)建,解決產業發展(zhan)技術(shu)(shu)(shu)難題(ti),開展(zhan)應(ying)用基礎、前沿科技和關(guan)(guan)鍵(jian)共(gong)性技術(shu)(shu)(shu)研究,推動產學研深度融(rong)合和科技成果(guo)轉化,提升企(qi)業核心競爭力,有效(xiao)促進高(gao)校重點學科和科研院所(suo)(suo)相關(guan)(guan)專業領域(yu)優化發展(zhan)。

2. 優(you)化領域布局(ju)。聚(ju)焦我(wo)省科(ke)技創(chuang)新發展“336614”重點(dian)領域,特(te)別(bie)是重要產業鏈創(chuang)新鏈的斷鏈、卡(ka)鏈和薄(bo)弱環(huan)節,依托我(wo)省高峰(培育)學(xue)科(ke)和優(you)勢(shi)特(te)色(se)專業,加強省重點(dian)實驗(yan)室(shi)規(gui)劃布局(ju)。優(you)先在合(he)蕪蚌國家自主(zhu)創(chuang)新示范區、合(he)肥綜合(he)性國家科(ke)學(xue)中心、科(ke)大硅谷等(deng)科(ke)技創(chuang)新高地(di)以及(ji)省重點(dian)實驗(yan)室(shi)數量較少或(huo)空白地(di)區(行業)布局(ju)建設。

3. 明確(que)重(zhong)組(zu)路徑(jing)。按照(zhao)“新建一(yi)批(pi)、整合一(yi)批(pi)、調整一(yi)批(pi)、撤銷一(yi)批(pi)”的思路,推進省重(zhong)點實驗(yan)室優化(hua)重(zhong)組(zu)。

新(xin)建一批。堅(jian)持以增(zeng)量帶動存量結(jie)構優化(hua),依托(tuo)在(zai)皖高校、科研院所(suo)等,在(zai)基礎、前沿、新(xin)興、交(jiao)叉、特色學科領域布局(ju)建設(she)省重(zhong)(zhong)(zhong)點實(shi)驗(yan)室(shi);依托(tuo)科技領軍企業(ye)、骨干企業(ye)和新(xin)型研發(fa)機構等,圍(wei)繞(rao)我省產業(ye)發(fa)展(zhan)重(zhong)(zhong)(zhong)大科技問(wen)題(ti),凝練研究方向(xiang),新(xin)組建省重(zhong)(zhong)(zhong)點實(shi)驗(yan)室(shi);鼓勵企業(ye)與高校、科研院所(suo)強強聯手,產學研結(jie)合聯合共建學科重(zhong)(zhong)(zhong)點實(shi)驗(yan)室(shi)。

整(zheng)(zheng)合(he)(he)一批。按照省(sheng)重(zhong)(zhong)點(dian)(dian)(dian)(dian)實(shi)驗(yan)室(shi)的目標(biao)定(ding)位、科(ke)研(yan)(yan)任務、人才隊伍建(jian)設、條(tiao)件保障(zhang)(zhang)等新要求,指導高校、科(ke)研(yan)(yan)院所(suo)和行業部(bu)門等,根據本(ben)系統省(sheng)重(zhong)(zhong)點(dian)(dian)(dian)(dian)實(shi)驗(yan)室(shi)建(jian)設情況(kuang)進行內部(bu)整(zheng)(zheng)合(he)(he)。對已成功布局建(jian)設全(quan)(quan)國重(zhong)(zhong)點(dian)(dian)(dian)(dian)實(shi)驗(yan)室(shi)(含(han)省(sheng)部(bu)共(gong)建(jian))和省(sheng)實(shi)驗(yan)室(shi)的,不(bu)再列入省(sheng)重(zhong)(zhong)點(dian)(dian)(dian)(dian)實(shi)驗(yan)室(shi)序列。對同一依(yi)托單(dan)(dan)位建(jian)設多(duo)家省(sheng)重(zhong)(zhong)點(dian)(dian)(dian)(dian)實(shi)驗(yan)室(shi)的,由依(yi)托單(dan)(dan)位和歸口管理部(bu)門負(fu)責對科(ke)研(yan)(yan)人員、儀器設備、科(ke)研(yan)(yan)場地有重(zhong)(zhong)疊,研(yan)(yan)究(jiu)方向相(xiang)近的實(shi)驗(yan)室(shi)進行重(zhong)(zhong)組或合(he)(he)并。對管理運(yun)行體制機制不(bu)健全(quan)(quan)、依(yi)托單(dan)(dan)位條(tiao)件保障(zhang)(zhang)不(bu)力(li)的實(shi)驗(yan)室(shi)加強整(zheng)(zheng)合(he)(he)。

調整一批(pi)。對研(yan)究(jiu)方(fang)(fang)向前沿(yan)屬性和(he)需(xu)求屬性不突出、研(yan)究(jiu)方(fang)(fang)向不適應(ying)科技(ji)發(fa)展需(xu)求、體制機制固化、實驗(yan)(yan)室(shi)(shi)主任超期和(he)履(lv)職不力的省重點實驗(yan)(yan)室(shi)(shi)予(yu)以調整,引導其優化研(yan)究(jiu)方(fang)(fang)向、重組(zu)科研(yan)隊伍和(he)領軍人才(cai)、高效(xiao)整合資源(yuan)、創(chuang)新(xin)體制機制,加強(qiang)實驗(yan)(yan)室(shi)(shi)能(neng)力建設,推進學科發(fa)展和(he)交叉融合。

撤銷一批。對發揮(hui)作用(yong)績效不(bu)明顯、重組評(ping)估(gu)不(bu)合格或無故沒有(you)參加重組評(ping)估(gu)的省重點實驗(yan)室予(yu)以撤銷。

五、保障措施

(一)加大資金投入支持

省(sheng)(sheng)實驗(yan)(yan)(yan)(yan)室(shi)(shi)(shi)建設(she)實行省(sheng)(sheng)市聯動(dong)、以(yi)市縣(xian)和組(zu)建單位投入為(wei)主,靈活運(yun)(yun)用財政資金(jin)、共(gong)建單位配套、橫(heng)向合作、成(cheng)果轉(zhuan)移(yi)轉(zhuan)化收入、社會資本(ben)參與、專(zhuan)項(xiang)(xiang)基(ji)(ji)金(jin)等多(duo)元(yuan)化投入方式(shi)支(zhi)持運(yun)(yun)行發展,所(suo)在市縣(xian)在政策、土地、基(ji)(ji)礎設(she)施等方面給(gei)(gei)(gei)予(yu)必(bi)要的條(tiao)件保障。建設(she)期(qi)省(sheng)(sheng)依據(ju)建設(she)規(gui)模、研發投入、項(xiang)(xiang)目進展等情況給(gei)(gei)(gei)予(yu)專(zhuan)項(xiang)(xiang)獎(jiang)補經費支(zhi)持,運(yun)(yun)行期(qi)省(sheng)(sheng)依據(ju)創新成(cheng)果產出等績(ji)效,分檔(dang)給(gei)(gei)(gei)予(yu)資金(jin)補助(zhu)或(huo)定(ding)向科(ke)技項(xiang)(xiang)目支(zhi)持。以(yi)新型研發機(ji)構模式(shi)新組(zu)建的省(sheng)(sheng)實驗(yan)(yan)(yan)(yan)室(shi)(shi)(shi),享受(shou)省(sheng)(sheng)高水平新型研發機(ji)構相關(guan)支(zhi)持政策。對由省(sheng)(sheng)委(wei)省(sheng)(sheng)政府(fu)重(zhong)(zhong)點(dian)引進或(huo)建設(she)的省(sheng)(sheng)實驗(yan)(yan)(yan)(yan)室(shi)(shi)(shi),省(sheng)(sheng)市可通過“一事一議”方式(shi)共(gong)同支(zhi)持。省(sheng)(sheng)重(zhong)(zhong)點(dian)實驗(yan)(yan)(yan)(yan)室(shi)(shi)(shi)依托(tuo)單位每年給(gei)(gei)(gei)予(yu)實驗(yan)(yan)(yan)(yan)室(shi)(shi)(shi)不少(shao)于200萬元(yuan)的穩(wen)定(ding)運(yun)(yun)行經費,作為(wei)驗(yan)(yan)(yan)(yan)收和評估的必(bi)要條(tiao)件;省(sheng)(sheng)和市縣(xian)依據(ju)其創新成(cheng)果產出等績(ji)效情況擇優給(gei)(gei)(gei)予(yu)資金(jin)補助(zhu)或(huo)定(ding)向科(ke)技項(xiang)(xiang)目支(zhi)持。省(sheng)(sheng)對成(cheng)功爭創全(quan)(quan)國重(zhong)(zhong)點(dian)實驗(yan)(yan)(yan)(yan)室(shi)(shi)(shi)的給(gei)(gei)(gei)予(yu)1000萬元(yuan)資金(jin)補助(zhu),完善(shan)國家(jia)實驗(yan)(yan)(yan)(yan)室(shi)(shi)(shi)(基(ji)(ji)地)、全(quan)(quan)國重(zhong)(zhong)點(dian)實驗(yan)(yan)(yan)(yan)室(shi)(shi)(shi)等國家(jia)級創新平臺和省(sheng)(sheng)級創新平臺政策支(zhi)持銜接。

(二(er))強化資源統(tong)籌配置

建立省(sheng)(sheng)級科(ke)(ke)(ke)(ke)(ke)(ke)技(ji)(ji)計(ji)劃(專項、基金等)項目(mu)(mu)直(zhi)接(jie)委(wei)托省(sheng)(sheng)實(shi)驗(yan)(yan)室(shi)承擔機(ji)制(zhi),支持省(sheng)(sheng)級實(shi)驗(yan)(yan)室(shi)圍繞我省(sheng)(sheng)基礎(chu)研(yan)(yan)究、應用基礎(chu)研(yan)(yan)究和(he)卡脖(bo)子關(guan)鍵(jian)技(ji)(ji)術引(yin)領(ling)(ling)、倒逼、替代、轉化“清單”中最緊急(ji)、最緊迫的(de)科(ke)(ke)(ke)(ke)(ke)(ke)學(xue)技(ji)(ji)術問題,以“揭榜(bang)掛帥”“定向(xiang)委(wei)托”“競爭(zheng)賽馬”等方式承擔重大(da)(da)科(ke)(ke)(ke)(ke)(ke)(ke)研(yan)(yan)任務,以“軍令狀”方式組織省(sheng)(sheng)內外相關(guan)領(ling)(ling)域(yu)科(ke)(ke)(ke)(ke)(ke)(ke)技(ji)(ji)力(li)量(liang)開展協同攻關(guan)。建立面向(xiang)省(sheng)(sheng)級實(shi)驗(yan)(yan)室(shi)定向(xiang)征集(ji)重大(da)(da)科(ke)(ke)(ke)(ke)(ke)(ke)技(ji)(ji)項目(mu)(mu)需求(qiu)機(ji)制(zhi),支持其參與有關(guan)科(ke)(ke)(ke)(ke)(ke)(ke)技(ji)(ji)項目(mu)(mu)指南編制(zhi)。給予(yu)省(sheng)(sheng)實(shi)驗(yan)(yan)室(shi)省(sheng)(sheng)科(ke)(ke)(ke)(ke)(ke)(ke)技(ji)(ji)計(ji)劃項目(mu)(mu)單列(lie)申(shen)報資格,省(sheng)(sheng)實(shi)驗(yan)(yan)室(shi)自立30萬元以上開放基金項目(mu)(mu)視同省(sheng)(sheng)級科(ke)(ke)(ke)(ke)(ke)(ke)技(ji)(ji)計(ji)劃項目(mu)(mu)。省(sheng)(sheng)級實(shi)驗(yan)(yan)室(shi)加強資源整合,建立科(ke)(ke)(ke)(ke)(ke)(ke)學(xue)數據、科(ke)(ke)(ke)(ke)(ke)(ke)研(yan)(yan)設施和(he)大(da)(da)型科(ke)(ke)(ke)(ke)(ke)(ke)研(yan)(yan)儀(yi)器(qi)共享機(ji)制(zhi),推進(jin)科(ke)(ke)(ke)(ke)(ke)(ke)學(xue)儀(yi)器(qi)設備使用的(de)社會化服(fu)務。

(三)加(jia)強人(ren)才激勵支持

依(yi)規(gui)賦予省(sheng)(sheng)級(ji)(ji)實(shi)驗(yan)室“自主薦才(cai)(cai)(cai)權”,省(sheng)(sheng)有(you)關科(ke)(ke)(ke)技(ji)(ji)(ji)人(ren)(ren)才(cai)(cai)(cai)計劃優先給予申報、傾斜支(zhi)持(chi)(chi);優先支(zhi)持(chi)(chi)省(sheng)(sheng)級(ji)(ji)實(shi)驗(yan)室引進的高(gao)(gao)端科(ke)(ke)(ke)技(ji)(ji)(ji)人(ren)(ren)才(cai)(cai)(cai)認定高(gao)(gao)層次科(ke)(ke)(ke)技(ji)(ji)(ji)人(ren)(ren)才(cai)(cai)(cai)團隊、省(sheng)(sheng)級(ji)(ji)有(you)關人(ren)(ren)才(cai)(cai)(cai)稱號。鼓(gu)勵(li)省(sheng)(sheng)級(ji)(ji)實(shi)驗(yan)室與省(sheng)(sheng)內外院士及其團隊共建院士工作站,支(zhi)持(chi)(chi)有(you)條件的建立博士后科(ke)(ke)(ke)研工作站,增強(qiang)實(shi)驗(yan)室人(ren)(ren)才(cai)(cai)(cai)培養引進磁(ci)場(chang)吸引力。支(zhi)持(chi)(chi)省(sheng)(sheng)級(ji)(ji)實(shi)驗(yan)室與中科(ke)(ke)(ke)大科(ke)(ke)(ke)技(ji)(ji)(ji)商學院聯合培養復合型科(ke)(ke)(ke)技(ji)(ji)(ji)產(chan)業組(zu)織人(ren)(ren)才(cai)(cai)(cai)。落(luo)實(shi)科(ke)(ke)(ke)技(ji)(ji)(ji)人(ren)(ren)才(cai)(cai)(cai)激(ji)勵(li)等政策措施,對省(sheng)(sheng)級(ji)(ji)實(shi)驗(yan)室科(ke)(ke)(ke)研人(ren)(ren)員(yuan)(yuan)、科(ke)(ke)(ke)技(ji)(ji)(ji)成果(guo)轉化(hua)人(ren)(ren)員(yuan)(yuan)進行(xing)分類激(ji)勵(li),保障科(ke)(ke)(ke)研人(ren)(ren)員(yuan)(yuan)潛心研究(jiu)。

(四)鼓勵開(kai)放合作共建

支(zhi)持(chi)我省(sheng)(sheng)企業(ye)與省(sheng)(sheng)內外高(gao)校、科研(yan)院所通(tong)過(guo)聯合(he)共(gong)建(jian)(jian)實(shi)(shi)驗(yan)(yan)室(shi),聯合(he)開展(zhan)前(qian)沿科技和關鍵技術研(yan)發(fa)(fa)。鼓勵各類實(shi)(shi)驗(yan)(yan)室(shi)對(dui)接利(li)用長三角等地(di)區創(chuang)(chuang)(chuang)新(xin)(xin)資源,開展(zhan)人才培養、聯合(he)攻關、共(gong)建(jian)(jian)共(gong)治共(gong)享等深度(du)合(he)作(zuo)(zuo)。支(zhi)持(chi)省(sheng)(sheng)級實(shi)(shi)驗(yan)(yan)室(shi)積極(ji)融入(ru)羚(ling)羊工業(ye)互聯網建(jian)(jian)設運行,探索建(jian)(jian)設虛擬實(shi)(shi)驗(yan)(yan)室(shi),發(fa)(fa)展(zhan)云端研(yan)發(fa)(fa)、協(xie)同創(chuang)(chuang)(chuang)新(xin)(xin)、分布式(shi)研(yan)發(fa)(fa)等新(xin)(xin)模式(shi)、新(xin)(xin)生態。加強省(sheng)(sheng)級實(shi)(shi)驗(yan)(yan)室(shi)開展(zhan)跨地(di)區、跨部門(men)、跨領域創(chuang)(chuang)(chuang)新(xin)(xin)交流協(xie)作(zuo)(zuo),探索共(gong)建(jian)(jian)實(shi)(shi)驗(yan)(yan)室(shi)創(chuang)(chuang)(chuang)新(xin)(xin)聯盟,打造創(chuang)(chuang)(chuang)新(xin)(xin)共(gong)同體。

(五)支持(chi)成(cheng)果轉化應用

支持(chi)省級實(shi)驗(yan)室研制產(chan)(chan)(chan)出(chu)的新產(chan)(chan)(chan)品新技(ji)術(shu)新模式(shi)推廣(guang)應用,并納(na)入省和(he)各地(di)“三首(shou)”“三新”產(chan)(chan)(chan)品目錄,在政府投資的重(zhong)(zhong)點項(xiang)目招(zhao)標采購中應率(lv)先購買。對處(chu)于中試和(he)市場推廣(guang)階段的新產(chan)(chan)(chan)品新技(ji)術(shu)新工藝,在融資、稅收、應用場景等方(fang)面給(gei)予支持(chi)。支持(chi)省級實(shi)驗(yan)室開展職(zhi)務科技(ji)成(cheng)果(guo)賦權改革試點,探(tan)索建(jian)立(li)市場化績效評(ping)價(jia)與(yu)收入分配激勵機制,對從事(shi)科技(ji)成(cheng)果(guo)轉化人(ren)員(yuan)實(shi)行單列考(kao)核和(he)評(ping)價(jia),重(zhong)(zhong)點考(kao)核成(cheng)果(guo)轉化績效及貢獻。

(六(liu))完善運行(xing)管理(li)機制(zhi)

支持省(sheng)級(ji)實(shi)驗(yan)(yan)室(shi)在(zai)科(ke)學研(yan)(yan)(yan)究、資產管(guan)理、人員配置、資源共享、成(cheng)果轉(zhuan)化、知識產權(quan)、學術(shu)交流等(deng)(deng)方面(mian)研(yan)(yan)(yan)究制(zhi)(zhi)定相關管(guan)理制(zhi)(zhi)度辦法,為實(shi)驗(yan)(yan)室(shi)穩定運行提供保障。支持省(sheng)級(ji)實(shi)驗(yan)(yan)室(shi)在(zai)主任(ren)(ren)(ren)負責(ze)制(zhi)(zhi)、首席科(ke)學家負責(ze)制(zhi)(zhi)、目標(biao)導(dao)(dao)向的(de)績效考(kao)核評價機(ji)制(zhi)(zhi)、成(cheng)果轉(zhuan)化激勵機(ji)制(zhi)(zhi)和對(dui)外合(he)作(zuo)(zuo)交流機(ji)制(zhi)(zhi)等(deng)(deng)方面(mian)先(xian)行先(xian)試,全面(mian)落實(shi)實(shi)驗(yan)(yan)室(shi)人財物(wu)獨立(li)自主權(quan)。發揮學術(shu)委(wei)員會指導(dao)(dao)作(zuo)(zuo)用,鼓(gu)勵任(ren)(ren)(ren)用中青年(nian)骨干擔任(ren)(ren)(ren)實(shi)驗(yan)(yan)室(shi)主任(ren)(ren)(ren)。支持省(sheng)級(ji)實(shi)驗(yan)(yan)室(shi)設立(li)開(kai)放(fang)課(ke)題(ti),以重大科(ke)研(yan)(yan)(yan)任(ren)(ren)(ren)務(wu)為牽引,加強與省(sheng)內外高校、科(ke)研(yan)(yan)(yan)院所、企業(ye)學術(shu)交流合(he)作(zuo)(zuo)。建立(li)優勝劣汰的(de)省(sheng)級(ji)實(shi)驗(yan)(yan)室(shi)動態(tai)管(guan)理機(ji)制(zhi)(zhi),注重目標(biao)導(dao)(dao)向、任(ren)(ren)(ren)務(wu)導(dao)(dao)向、成(cheng)果導(dao)(dao)向,分(fen)類開(kai)展(zhan)(zhan)績效評估(gu),加強對(dui)實(shi)驗(yan)(yan)室(shi)科(ke)技成(cheng)果產出、經濟社會發展(zhan)(zhan)貢獻度等(deng)(deng)考(kao)核,定期曬(shai)成(cheng)績,對(dui)驗(yan)(yan)收或定期評估(gu)不(bu)合(he)格的(de)實(shi)驗(yan)(yan)室(shi)予以撤銷。

六(liu)、組織實(shi)施

(一)加強統(tong)籌(chou)協(xie)調(diao)

省(sheng)(sheng)級實驗室體系重組工作在省(sheng)(sheng)委省(sheng)(sheng)政府統(tong)一(yi)領導下,由省(sheng)(sheng)科(ke)(ke)技廳牽頭,會同省(sheng)(sheng)教(jiao)育廳、省(sheng)(sheng)財政廳等部門建(jian)立聯動工作機制,聯合中國(guo)科(ke)(ke)技大(da)學、中科(ke)(ke)院合肥物質(zhi)科(ke)(ke)學研究院等中央駐皖單位、省(sheng)(sheng)屬高校、科(ke)(ke)研院所及各市科(ke)(ke)技局等,統(tong)籌協調(diao)推進(jin)。

(二(er))穩步推(tui)進重(zhong)組

1. 省(sheng)實驗室:采取(qu)新(xin)組(zu)(zu)建和(he)重(zhong)組(zu)(zu)并(bing)行的方式(shi)組(zu)(zu)織(zhi)實施,爭(zheng)取(qu)2025年底完(wan)成重(zhong)組(zu)(zu)布局(ju)工作(zuo)。

新建(jian)一批省(sheng)實驗(yan)室(shi)。對標(biao)(biao)省(sheng)實驗(yan)室(shi)新的(de)模(mo)式(shi)、標(biao)(biao)準(zhun)條件(jian)和組建(jian)原則(ze),力爭(zheng)到(dao)2025年新組建(jian)10家(jia)左右省(sheng)實驗(yan)室(shi)。其中2023年擬在生(sheng)物(wu)育(yu)種(zhong)、人工智(zhi)能、碳中和等(deng)領(ling)域培育(yu)布局。

重(zhong)(zhong)組一批省(sheng)(sheng)實(shi)驗(yan)(yan)室(shi)。組織對現有(you)15家(jia)省(sheng)(sheng)實(shi)驗(yan)(yan)室(shi)開展(zhan)(zhan)全面評(ping)估(gu),依據(ju)評(ping)估(gu)結果,結合國(guo)(guo)家(jia)重(zhong)(zhong)點實(shi)驗(yan)(yan)室(shi)重(zhong)(zhong)組工作進展(zhan)(zhan)和省(sheng)(sheng)實(shi)驗(yan)(yan)室(shi)體(ti)系重(zhong)(zhong)組要(yao)求(qiu),分門別類(lei)指導(dao)制(zhi)定重(zhong)(zhong)組方案。對已納(na)入國(guo)(guo)家(jia)創新(xin)平臺(tai)序列(lie)并通過(guo)驗(yan)(yan)收或評(ping)估(gu)且獲得支(zhi)持的(de)省(sheng)(sheng)實(shi)驗(yan)(yan)室(shi),不(bu)再納(na)入省(sheng)(sheng)實(shi)驗(yan)(yan)室(shi)序列(lie);對尚未獲得國(guo)(guo)家(jia)級創新(xin)平臺(tai)認定的(de),指導(dao)其按照新(xin)的(de)省(sheng)(sheng)實(shi)驗(yan)(yan)室(shi)標準條(tiao)件進行重(zhong)(zhong)組優化(hua)調整,達到要(yao)求(qiu)的(de)納(na)入新(xin)的(de)省(sheng)(sheng)實(shi)驗(yan)(yan)室(shi)序列(lie)管理。省(sheng)(sheng)實(shi)驗(yan)(yan)室(shi)重(zhong)(zhong)組期間原則上保持現有(you)科研(yan)隊伍和建設(she)目(mu)標任務不(bu)變。

2. 省(sheng)重點(dian)實驗室:采取(qu)試點(dian)先(xian)行、分批(pi)推進的方式組(zu)織實施,爭取(qu)2024年底完成(cheng)重組(zu)布(bu)局工(gong)作。

新(xin)建(jian)(jian)一批省(sheng)(sheng)重(zhong)點實驗室。堅(jian)持邊新(xin)建(jian)(jian)邊重(zhong)組,聚焦我省(sheng)(sheng)科技(ji)創新(xin)重(zhong)點領域(yu),鍛(duan)長補短(duan),突出企業科技(ji)創新(xin)主(zhu)體,新(xin)布局組建(jian)(jian)一批省(sheng)(sheng)重(zhong)點實驗室和(he)聯合(he)(he)共建(jian)(jian)學科重(zhong)點實驗室。結合(he)(he)新(xin)布局組建(jian)(jian)情況,對(dui)同(tong)一依托單位、研究方(fang)向和(he)領域(yu)存在交叉重(zhong)合(he)(he)的省(sheng)(sheng)重(zhong)點實驗室同(tong)步整合(he)(he)優化。

堅(jian)持(chi)重組(zu)試點先(xian)行。選擇建有5家(jia)及(ji)以上省(sheng)重點實驗(yan)室(shi)(shi)的單位先(xian)行開(kai)展試點。由各單位組(zu)織對已建省(sheng)重點實驗(yan)室(shi)(shi)在(zai)全面自(zi)評估基礎(chu)上,綜合我省(sheng)科(ke)技和產(chan)業(ye)創新(xin)重點、本(ben)單位學科(ke)(專(zhuan)業(ye))發展以及(ji)本(ben)輪省(sheng)重點實驗(yan)室(shi)(shi)新(xin)布局情況,研究(jiu)提出(chu)重組(zu)方案報省(sheng)科(ke)技廳,按(an)程序審定后實施。

全(quan)面(mian)開(kai)展重組(zu)(zu)工作。組(zu)(zu)織(zhi)各歸口管(guan)理部(bu)門對本(ben)(ben)轄(xia)區(系統)尚(shang)未完成重組(zu)(zu)的已建省(sheng)重點(dian)實驗室(shi)全(quan)面(mian)開(kai)展自評估。在自評估基礎上,結(jie)合(he)區域科(ke)技(ji)和產業(ye)(ye)創(chuang)新布局、本(ben)(ben)單位(wei)學科(ke)(專(zhuan)(zhuan)業(ye)(ye))發展以及本(ben)(ben)輪(lun)省(sheng)重點(dian)實驗室(shi)新布局等情況,研究制定(ding)重組(zu)(zu)方案報(bao)省(sheng)科(ke)技(ji)廳(ting)。省(sheng)科(ke)技(ji)廳(ting)組(zu)(zu)織(zhi)專(zhuan)(zhuan)家(jia)按領域分批論證和現(xian)場考察,研究提出重組(zu)(zu)意見,按程序審定(ding)后實施。

(三)規(gui)范(fan)管理(li)制度

按照省級(ji)實驗(yan)(yan)室(shi)(shi)體(ti)系重(zhong)(zhong)組工作部署要求,完善(shan)評(ping)估指標體(ti)系,修(xiu)訂省實驗(yan)(yan)室(shi)(shi)、省重(zhong)(zhong)點(dian)實驗(yan)(yan)室(shi)(shi)管(guan)(guan)理(li)辦法,明確建設標準,建立科學規范的(de)建設布局(ju)、申(shen)報(bao)認定(ding)、驗(yan)(yan)收評(ping)價(jia)、考(kao)(kao)核(he)評(ping)估等制(zhi)度。省實驗(yan)(yan)室(shi)(shi)由(you)牽(qian)頭組建單(dan)(dan)位會(hui)(hui)同(tong)有關單(dan)(dan)位共同(tong)制(zhi)定(ding)建設方(fang)案(an),經(jing)歸口管(guan)(guan)理(li)部門審核(he),報(bao)省科技(ji)廳組織(zhi)(zhi)專(zhuan)家論證和現場(chang)考(kao)(kao)察,研(yan)(yan)究提出組建意見按程(cheng)序報(bao)省政府審定(ding)。省重(zhong)(zhong)點(dian)實驗(yan)(yan)室(shi)(shi)由(you)依托單(dan)(dan)位組織(zhi)(zhi)編制(zhi)組建方(fang)案(an)等,經(jing)歸口管(guan)(guan)理(li)部門審核(he),報(bao)省科技(ji)廳組織(zhi)(zhi)專(zhuan)家評(ping)審和現場(chang)考(kao)(kao)察,擇優(you)研(yan)(yan)究提出認定(ding)意見,報(bao)廳會(hui)(hui)議審定(ding)。

(四)加強跟蹤監測

省(sheng)級實(shi)(shi)(shi)驗(yan)室重(zhong)組工(gong)作是一項全面(mian)系(xi)統工(gong)程,各地各有關單位、各實(shi)(shi)(shi)驗(yan)室必(bi)須高(gao)度重(zhong)視(shi)、周密安排、穩步實(shi)(shi)(shi)施(shi)。重(zhong)組工(gong)作中(zhong)加(jia)強調(diao)研溝通,及(ji)時掌握實(shi)(shi)(shi)況。建立科(ke)研誠信和統計追責制(zhi)度,對統計填報的數據(ju),嚴(yan)格(ge)要求真實(shi)(shi)(shi)性準確(que)性,不得弄虛作假(jia),實(shi)(shi)(shi)行一票(piao)否(fou)決。建立重(zhong)組工(gong)作成(cheng)果績(ji)效監測跟蹤機(ji)制(zhi),為順利實(shi)(shi)(shi)施(shi)省(sheng)級實(shi)(shi)(shi)驗(yan)室體系(xi)重(zhong)組工(gong)作提供必(bi)要的保(bao)障。
